On The Construction And Management Of Guangzhou Affordable Housing

Affordable housing,a concept different from commodity housing,is a housing constructed by government as its largest funder with limited eligibility and rental price,in an effort to meet the housing demand by addressing the housing difficulties with which middleand low-income households have been confronted.China's affordable housing system consists of three types of housing: low-rent housing,economic housing and policy-based housing.According to the report at the 19 th National Congress of the Communist Party of China(CPC),the key to safeguarding and improving people's livelihood is to work for people's benefits that are also an issue of top concern of and in direct relation to the people.It is a matter of significance to improve the living conditions of low-income urban residents by constructing affordable housing.It is also economically and politically required to step up the construction of affordable housing for the sake of public livelihood,national stability and social harmony.With the aim to bring to the next level the living conditions of low-income residents nationwide as well as people's satisfaction,renewed efforts have been made across the country towards the construction of affordable housing,which has received widespread attention and praise among the public.However,the fact that China's affordable housing starts relatively late has resulted in the presence of various problems in its construction and management,to which great importance shall be attached.In this paper,literature analysis method,theory analysis method and case analysis method have been employed,on the basis of “Public Fiduciary Accountability” and“Information Asymmetry”,two fundamental theories in the field of audit.With the construction and management of Guangzhou affordable housing as its object of study,this paper takes a closer look at the status quo of Guangzhou affordable housing system and its construction from the view of audit and with the focus on government responsibility.An audit has been conducted on each and every process of Guangzhou affordable housing,from bidding to operation management.Also,substantial tests have been carried out to bring into light a series of problems in terms of project construction management,housing allocation and withdrawal management.With an analysis on the root causes behind such problems,this paper has,based on the lessons learnt from other cities,proposed several countermeasures from the view of audit with regard to the improvement of the construction quality and management level of affordable housing,so as to set the standards for the construction and management of affordable housing in Guangzhou.This paper analyzes and studies Guangzhou affordable housing from the view of audit,with the collection of many a literature and integration of audit-related theories.The probe into a variety of issues has,after all,led to the solutions to the improvement of affordable housing construction and management.This paper,hopefully,would give full play to the function of audit,and to certain extent,contribute to the research on the improvement of affordable housing construction and management in Guangzhou.Meanwhile,this paper gives an introduction to auditing,and therefore,would enable readers to get a solid grasp of the significant role of government audit as a shield in the development of people's livelihood.
