Establish Research Of Evaluation Platform For Rural Infrastructure Construction System

“The Rural Revitalization Strategic Plan(2018-2022)” issued by the CPC Central Committe and the State Council clearly puts the rural areas as the focus of infrastructure construction.At present,China's rural infrastructure construction mainly faces two problems: One is that the overall construction level is low,and the other is that it is not in coordination with rural economic and social development.How to solve the above problems,the first task is to objectively evaluate the infrastructure construction in rural areas,and guide the government departments to make targeted construction decisions.At present,there are few studies on the evaluation of rural infrastructure construction in China,and most of them are theoretical research,lacking applicable evaluation and decision-making tools.Therefore,this thesis carried out the following research works.(1)Rural infrastructure construction system has been established.It defines the connotation of rural infrastructure and analyzes the impact of economic development,social development,resource environment and policy system on rural infrastructure construction.Based on the system dynamics,the rural infrastructure construction system has been established,including the rural infrastructure construction subsystem,the economic development subsystem,the social development system and the resource environment subsystem,and the close relationship between subsystems has been shown according to the causal feedback diagram.(2)The model for rural infrastructure construction system evaluation platform has been proposed.It is believed that the evaluation of rural infrastructure construction should not exclude the economic,social development and resource and environmental factors closely related to it.Therefore,according to the rural infrastructure construction system structure,the rural infrastructure construction system evaluation index system consisting of 22 indicators is established;and the standard values and warning values of these indicators are set;the comprehensive evaluation and coordination evaluation methods for rural infrastructure construction systems are proposed.(3)Evaluation platform for rural infrastructure construction system has been developed.Aiming at achieving comprehensive evaluation,coordination evaluation and decisionmaking,the C# programming language and Visual Studio 2013 development tool are used to realize the functional design of the data management module,system evaluation module,auxiliary decision module and information release module,and all interfaces design.From the perspective of using platform,the realization process of rural infrastructure construction system evaluation function and auxiliary decision function is proposed.(4)Tt takes an empirical study on the evaluation of infrastructure construction in Yanhe Village.On the basis of the investigation of the infrastructure construction system of Yanhe Village,the operation demonstration from data management,system evaluation to auxiliary decision has been completed.The evaluation results show that the overall situation of infrastructure construction and the coordinated development with the economy,society and environment are both at a high level in Yanhe Village,but there are still early warning indicators that need to be improved.Through the empirical research,the applicability of the platform is verified.
