Problems And Countermeasures In The Implementation Of Social Endowment Insurance For Urban And Ruralresidents In Santai County

In 2009,the State Council launched a pilot project for new rural social insurance.After one year of hard work,23% of the country's regions have launched new rural insurance work.In 2011,the State Council launched the pilot project of urban residents' social endowment insurance.In July of the following year,the State Council decided to implement new rural social endowment insurance and urban residents' social endowment insurance in counties across the country to achieve full coverage.By 2013,China's urban and rural residents The total number of insured persons was 486 million.In February 2014,in order to improve and perfect China's social pension insurance management system,the State Council decided to merge the new rural social endowment insurance and the urban residents' social endowment insurance to establish a unified national urban and rural residents' basic endowment insurance system,and further promote the implementation.Since then,the state has issued a series of instructions on the implementation of the urban and rural pension insurance system and specific programs,and selected some key provinces and cities to carry out pilot projects,has now gained valuable practical experience.As early as August 2014,Santai County began to promote the implementation of the urban and rural residents' pension insurance system.The Santai County government and the people's social system have been promoted from top to bottom,and they have been implemented.After several years of hard work,they have achieved good results in the implementation of urban and rural residents' pension insurance,but they also brought many Outstanding problems and problems.In order to achieve greater development results and provide a better overall coverage of the urban and rural residents' pension insurance system,this paper selects the problems in the implementation of the pension insurance for urban and rural residents in Santai County,and combines the status quo,and solves the problem by using scientific theoretical methods.The reasons for this and the development of practical countermeasures.This paper first gives the research background and significance of the subject,and uses the literature analysis method to analyze the literature on social pension issues and countermeasures in recent years at home and abroad,and summarize the current situation.At the same time,this paper also analyzes the social pension system and implementation in different periods in China,and understands the whole development process and direction of China's social endowment insurance.Secondly,the thesis carried out the basic theoretical study work,and studied related theories of social pension,such as social equity theory,urban-rural integration,welfare economics,etc.,and stored theoretical knowledge for the subject research.Then,based on the Santai County People's Social System,the paper carried out on-the-spot investigation and questionnaire survey to carry out the research on the status quo of social pension insurance for urban and rural residents in Santai County,and to understand in detail the methods and processes of implementing social endowment insurance for urban and rural residents in Santai County.The shortcomings and problems in the implementation,and discussion,the main problems include: farmers lack of awareness of participation,resulting in low participation rate and payment level;low pension payment level;insufficient level of grassroots management services;policy propaganda is single,not enough Rich;lack of scientific gradient subsidy system and other issues.The main reasons are: the old concept factors lead to low participation rate of farmers;the economic level is limited,the payment level is low;the internal management is lacking,and the policy implementation is not deep enough.In order to solve the above problems,if we want to completely solve the problem and implement the urban and rural endowment insurance policy faster,we must do the following: First,strengthen organizational leadership and policy propaganda,and enhance residents' awareness of participating in insurance.Second,the implementation of the gradient subsidy system to encourage residents to improve the level of payment.Third,strengthen management services and information construction,and improve the quality of grassroots services.Fourth,strengthen fund supervision and build an effective monitoring mechanism.Through the research in this paper,we can provide lessons for the policy making and decision-making of relevant departments of Santai County Government.
