In the new period of China’s economic development,China Post has also entered a new stage of development.In 2015,China Post put forward the development and operation strategy of "one body,two wings",i.e.,on the basis of window service,developing financial services and delivery services,and actively creating an online and offline integrated convenient service platform that adapts to the development mode of modern e-commerce.Among them,delivery service is the basic business of China Post,so "posting and delivery wing" reform also has the top priority in the new development strategy.Based on the practice of the reform project of "posting and delivery wing" in Z city,this paper makes a targeted exploration on the processes and problems in the reform project of resource optimization and integration.From the perspective of project human resource management,this paper summarizes the theory of project management and project human resource management,analyzes the status quo and problems of "posting and delivery wing" reform project,and then according to the process of human resource management,namely human resources planning and organization designing,personnel allocation,and the control of the project team,proposes several solutions to organization design,personnel supply and demand measurement,salary management,team construction and so on,in order to effectively control the project in terms of human resources and improve the management level of the whole project.For general “posting and delivery wing” reform projects,based on the theories and methods of project human resource management,this research can help similar projects carry out more systematically,normatively,orderly and effectively.This paper offers experiences and references for ensuring projects operate smoothly and achieve the expected target,for promoting the “posting and delivery” wing in a larger scope,and for managing human resource in various projects.
