| "China's urbanization is one of the two key factors influencing the human world in the 21 th century."(Joseph Eugene Stiglitz,2000),on the one hand,has become a crucial method of promoting nation-wide transformation;on the other hand,China's urbanization itself is also facing an urgent necessity of revision,which appreciating the quality rather than pursuing the pace.Therefore,a concept of "New-Type Urbanization" is under explorations with considerations of the complexity of laws in urbanization and conditions of specific nations.This paper reviews relevant researches in both foreign countries and China,and recognizes that the urbanization is an evolutional process with comprehensiveness.Moreover,the concept of “New-type Urbanization” has been raised from studying on historic urbanization through a comparative perspective.Based on the demonstration of “Distinctiveness” and “Coordination”,the concept aims to achieve the goal of people's contented living and working and even the nation's sustainable development through government-led coordination and the nation's urban and rural governing mechanism."Distinctiveness" refers to consider the practical context while “Coordination” emphasizes the importance of coordinating diverse values in materializing sustainability.With the purpose of implementing the “New-type Urbanization” and realizing healthier urbanization,China's governance should not only highlight the “Distinctiveness” of the development context,but also strengthen the “Coordination” through governmentled actions to coordinate diverse values(e.g.economic,social,environmental,cultural,etc.)and respond to various demands from different scales of governments and departments.Under the context of market-led economy,planning is the key methodology of governments to implement statutory and regulatory intentions.And aiming at implementing the “New-type Urbanization”,China has published an official document of “Development Plan for Urbanization(2014-2020)” and identified four major approaches,i.e.people-orientation,Four-modernizations synchronization,ecological civilization and cultural inheritance while establishing the essential principles of market-led propulsion,government-guided operation,coordinative planning and categorization-based instruction.Provincial Urban System Plan,as the most related statutory plan to guide province-tier development and urbanization,has been required by the provincial government to take the responsibility of implementing urbanization through spatial planning and cultivate the New-type Urbanization.From the perspective of the concept,the missions of Provincial Urban System Plan are to formulate province-tier strategic framework of urbanization with considering the specialties of China's transformation period and the aims of “Newtype Urbanization”,i.e.to achieve the goal of people's contented living and working and even the nation's sustainable development;to eliminate the conflicts in the process of urbanization through consolidating spatial policies;to guide distinctive development of various sub-regions or any other carrier with considering local conditions;to provide mechanic support to the implementation of “New-type Urbanization”.This paper studies the practices of Jiang Xi's Provincial Urban System Plan and concludes that this plan needs innovations on contents and methodology to enhance the compatibility and pertinency through emphasizing “Distinctiveness” and “Coordination”.In terms of preparing the plan,planers should highlight the aspects of strategic guidance,zoning policies,categorization-based urban-rural guidance and categorization-based spatial regulation.In terms of the methodology,it requires to conduct analysis with strengthened regularity,comprehensiveness,dissimilarity and directionality.I hope this study can provide new insights in improving China's mechanism of urbanization and Provincial Urban System Planning. |
