The ocean is a precious treasure house of resources.Marine bio-medicine industry is a new strategic marine industry with rapid development and great potential in recent years.Innovation is the fundamental way out for the transformation and upgrading of marine bio-medicine industry structure under the new normal economic situation.The innovation mode of Marine bio-medicine in China has entered the stage of innovation 2.0(innovation system).At present,the innovation ability is obviously restricted by the industrial foundation,environmental factors,technical conditions and other aspects.In order to make greater breakthroughs,the innovation 3.0(innovation ecosystem)mode should be gradually constructed to explore the path of innovation-driven development.In view of this,combined with the characteristics and development trend of marine bio-medicine industry,based on the deductive logic of innovative ecosystem,this paper measures the influencing factors by grey correlation model,and constructs the theoretical operation structure of innovative ecosystem of marine bio-medicine industry with open innovation ability.Through data analysis,this paper clarifies the operation status,and explores the policy environment to promote the operation of innovative ecosystem structure of marine bio-medicine industry.The results show that the characteristics of innovation ecosystem are diversity symbiosis,adaptive evolution and open collaboration,which can make industry development have adaptive characteristics and promote innovation to emerge continuously.The essence of innovation-driven marine bio-medicine industry is directly reflected in the construction and optimization of its innovation ecosystem.The innovative ecosystem of China's marine bio-medicine industry should pay attention to increasing system power,improving operation mechanism,cultivating space carriers and strengthening the construction of supporting elements.At present,it has formed a certain foundationin government policy support,market economy demand,technological tackling of innovative subjects,coordinated development of strategic alliances and resources for industrial development.However,there are still some problems,such as insufficient support for R&D funds and achievements,industrialization difficulties,lagging intellectual property protection,weak basic research,dislocation of the main body of production,education and research,and loss of innovative talents are the bottlenecks of development.In order to solve the problems existing in the development of marine bio-medicine industry,this paper compares and analyses the operation experience of innovative ecosystem of marine biomedical industry abroad,summarizes the path of innovative ecosystem development of marine biomedical industry.It is concluded that the formation of an innovation-friendly institutional environment is the basic guarantee for the construction of the innovation ecosystem of China's marine bio-medicine industry.It is a key step to improve the investment and financing system to construct the venture capital system of marine bio-medicine industry.The fundamental technological innovation is the commanding point of promoting the development of marine bio-medicine industry innovation ecosystem.Establishing comprehensive evaluation mechanism of intellectual property and perfecting patent protection system is an effective way to promote the industrialization of scientific and technological achievements.The formation of industry alliance,the construction of think tank and the improvement of laws and regulations are important measures to reduce the unstable factors in the process of the marine bio-medicine industry innovation ecosystem forming an open innovation system.
