In 2016,the State Council revised Regulation on the Administration of Circulation and Vaccination of Vaccines that all vaccine manufacturers should be responsible for vaccine distribution from the manufacturer to the local Centers for Disease Control(CDC).Before the new regulation,vaccine distributions rely on multilevel distributors and vaccine manufacturers sell the vaccines to only a few tier one distributors.Currently,vaccine manufacturers must build a supply chain network that can cover nearly 2000 municipal CDCs across the China mainland,so establishing a risk-resilient supply chain become a great challenge to the vaccine manufacturers.Therefore,the paper proposes a method of designing vaccine supply chain from the perspective of risk management.For the new supply chain designing,the first is the vaccine supply chain industry intelligence gathering,collecting the industry's first three both domestic and foreign vaccine manufacturers' supply chain information,the existing vaccine supply chain model has been summarized and induction.Secondly,identify the vaccine supply Chain risks from the aspects of logistics,customer demand,vaccine supply and policy environment.Refined and generate a risk list from four aspects.Risk list could be the preparation for the design of the supply chain.Third is the use of fuzzy analytic hierarchy process method to build the supply chain risk assessment model on the basis of the risk list.Vector evaluation would be closer to the actual situation than the point value which is resulted by Analytic Hierarchy Process.The risk assessment model helps the vaccine manufacturers to select the supply chain model that suits its own strategic development.Finally,the supply chain network model is established by weighing the risks and costs.Through the model,we can lower and control the whole supply chain risks.Use industry-leading optimization tools(AIMMS)to solve the model and find the optimal solution.The optimal solution includes a complete supply chain network design such as location of logistics center,product flow and optimal cost.Finally,this paper discusses the feasibility and effectiveness of the supply chain design method under the risk management perspective by using supply chain design project of S vaccine manufacturer as an application case.The vaccine supply chain design project of S manufacturer has landed by using the method in this paper.
