Study On The Public Service Facilities Configuration In Gaoling From The Perspective Of Rural Social Change

Reform and opening up have made remarkable achievements in China's social and economic development,but after entering the 21 st century,rural issues have become a major obstacle to China's development.Therefore,the country began to devote itself to the development of rural economy,aiming at reducing the gap between urban and rural areas and changing the backward situation of rural public service facilities allocation.In recent years,Gaoling District of Xi'an City,Shaanxi Province,as one of the main pilot areas of the country's rural reform,has witnessed rapid social and economic development in the countryside.Its public service supply and facilities allocation have been greatly improved,and the number of basic public service facilities has increased,with the coverage rate reaching 100%.But at the same time,great progress has been made in other aspects of rural society.The living standards and lifestyles of residents have changed,and the supply mode of rural public services has not been greatly innovated.The current allocation standard of public service facilities was also formulated between 1980 s,1990s and 2010,which does not match the current development needs and lags behind seriously.Through data collection,this paper analyses the influencing factors of rural social changes,the impact of social changes on the lives of rural residents,the evolution process of rural public service supply under the influence of social changes,and the development trend of public service supply that meets the needs of current rural social residents under the planned guidance of the government.After that,through field research and questionnaire,this paper analyzed the current rural public service facilities allocation standards,the current situation and use of public service facilities allocation,and residents' demand for various public services in Gaoling District,and demonstrated that under the influence of social changes,the current rural public service facilities allocation standards and allocation status lag behind,and need to be improved.We should optimize the rural public service system and facilities allocation standards,so as to promote the development of rural public service.In view of this,the paper draws lessons from relevant theories and research,combines the specific content of rural social changes in Gaoling District and the practical experience in rural community construction,breaks the restriction of administrative division and fixed radius of facility service on the allocation of rural public service facilities,introduces the concept of "community group" and forms a new rural public service system in Gaoling District,namely "street".—— Based on the new system,the three-level structure of community group-community(administrative village)puts forward the corresponding allocation standards of public service facilities,and defines the service content of public service facilities at all levels.At the same time,it puts forward optimization measures for the four major public service facilities in rural areas of Gaoling District,namely,basic education facilities,medical and health facilities,cultural and sports facilities and social welfare facilities,so as to improve the level of public service,and provides policy guarantee mechanism for the allocation of public service facilities.From the perspective of social change,this paper makes an analysis and study,through optimizing the rural public service system,clarifying the content of facilities at all levels and highlighting the improvement of public service level,in order to make the allocation of rural public service facilities in Gaoling District meet the needs of social development and residents,save and utilize public resources and operate efficiently,and provide public services for other rural areas of the same or similar type in China.Provide reference value for facility configuration.
