Since our country entered the aging society in the 1990 s,the proportion of the elderly population has risen rapidly,coupled with the disabled population of the younger age group,the demand for long-term care in our country will continue to rise in the future.With the increasing aging of the population and the disappearance of the demographic dividend in China,a large number of disabled elderly and empty nesters in the future are likely to become unattended and helpless because they are unable to afford increasingly expensive nursing costs.Therefore,it is urgent to build a long-term care insurance system that is in line with the national conditions of our country and improve the relevant specific measures on the basis of the current pilot project.Firstly,this paper introduces the long-term care insurance system in three typical countries,namely,the United States,Germany and Japan,and elaborates in detail the insurance mechanism,financing mechanism,service delivery mechanism and payment mechanism,and summarizes the experience and enlightenment.Then,it selects four typical cities of Shanghai,Qingdao,Nantong and Changchun,which are the first pilot cities in China,and divides them into four cities:Shanghai,Qingdao,Nantong and Changchun.This paper makes a detailed comparative analysis from the aspects of insurance mechanism,financing mechanism,evaluation mechanism,service delivery mechanism and payment mechanism,and puts forward several outstanding problems in the current pilot stage.Finally,it focuses on the corresponding solutions and optimization policy suggestions according to the outstanding problems found in the pilot stage in China and relevant international experience.
