The competition in the 21 st century is the competition based on people,and its competitiveness will depend on human capital.In the reform of state-owned enterprises,having a relatively stable team is bound to become the core competitiveness of stateowned enterprises.Therefore,H group should find out the reasons for the increasing trend of employee turnover in the past three years and propose targeted countermeasures.This paper not only researches the age of employee turnover rate and educational background of H group from 2015 to 2017,but also analyzes the current situation,characteristics and problems of employee turnover.Then finds that the main reasons for employee turnover are personal factors,including personal preferences,work performance,career aspirations and expectations;secondly is the enterprise factors which including enterprise system and management model,work content and work arrangement,salary and treatment,career path planning and design,training and talent attention training,work pressure and enterprise atmosphere;thirdly is social factors which including more and more stringent policy orientation in state-owned enterprise,peer competition.Finally,according to the actual situation,the countermeasures are put forward: firstly,to strengthen the matching and selection of talents before the introduction of talents,through the introduction of PDP assessment tools and perfect entry interview procedures to achieve,namely "selection" link;secondly,deepen the probationary period performance evaluation mechanism and improve the training mechanism,deepen the two ways of the teacher and apprentice project system deepened After the entry,the planning and training,that is,"educating people".Thirdly,improve the incentive and assessment,to establish a reasonable salary system,to formulate a perfect performance evaluation system,to improve the promotion system and exit mechanism,that is,the "use of people" link;Fouth,retain the other specific measures to retain talent,through the promotion of talent management mechanism,construction Establish career planning,strengthen the excellent enterprise culture,increase the rich staff activities,further strengthen the group internal work,do strong H group,improve the competitiveness to retain talent.That is,"keep people".At last,the author suppose five supporting measures to make sure the countermeasure can get good results.
