The downsizing of Jilin Petroleum Group Co., Ltd happened in 2000. Within one year, more than 16,000 employees left their posts, which was about 30% of all employees of the company. This article starts with the theory review and analysis, elaborating the motivation and reasons of the enterprise job displacement, classification of it, and meaning of personnel quitting mechanism. Through analyzing the process and sequence of the job displacement of Jilin Petroleum Group Co., Ltd and the influencing factors of state-owned enterprise job displacement, the paper gives reasons for the necessity of state-owned enterprise establishing personnel quitting mechanism, and gives corresponding suggestions on how state-owned enterprises establish personnel quitting mechanism and problems occurring in the concrete operation.
