Research On The Evaluation Of Green Development Level And Transformation Path Of Resource-based Economy In Western Region Of China

The western region is not only a resource-rich area,but also an area with backward economic development and an ecologically fragile area.Based on resource advantages,relative occlusion of location conditions and path dependence,the western region has formed a resource-based economy and has become China’s energy and raw material industrial base,leading to sharp contradictions between economic development and ecological environment.Unsustainable problems are prominent.The concept of green development point out the way for the transformation of the resource-based economy in the western region.Based on the green space pattern of green development theory,green industry structure,green production mode and green lifestyle,this paper analyzes the current situation of resource-based economic green development in the western region.Then this paper builds a green development evaluation index system,using the entropy method to estimate.The results show that in recent years,the green development level of resource-based economy in the western region has been continuously improved;the level of green development in the western provinces is uneven,at the same time,the performance in different dimensions is also different.The worst performance in high-level regions is the green industry structure.The worst performing dimension in low-level regions is the green space pattern.The main conclusions of the research on the factors affecting the green development of resource-based economy in the western region are: urbanization level,marketization level,government fiscal environmental protection expenditure have a significant positive effect on the overall green development of the western region.The level of economic development and openness are not significant positive effects.The technical level is a significant negative effect.The negative effect comes from the significant negative effect of the technical level on the green spatial pattern.The research results of the influencing factors of the sub-level show that the urbanization level,technical level and openness are inconsistent in the two regions.The quality of urbanization in high-level areas is more ideal,but the negative effect of the technical level is stronger,and the deepening of the degree of opening up has a stronger effect on the green development of low-level areas.On the basis of the evaluation of green development level and the study of influencing factors,the paper further proposes the path selection and policy recommendations for the transformation of resource-based economy to green development in the western region.The main path of economic transformation in the western region is the green upgrading of industrial structure.However,the focus of transformation paths is different between high-level regions and low-level regional.High-level regions should focus on the green transformation of traditional resource-based industries,the development of characteristic agriculture and subjects tourism and the development of high-tech and strategic emerging industries.The green upgrading of industrial structure in low-level regions needs to pay attention to the green improvement of spatial pattern.Therefore,it is necessary to moderately develop modern green agriculture,develop tourism in an orderly manner,and develop strategic emerging industries.
