Study On Problems And Countermeasures Of Transformation And Upgrading Of Huaian Qinghe Economic Development Zone

Since 1978,the development zone has "blossomed everywhere" in the wave of China’s reform and opening up,which can be described as a leapfrog growth.It is true that the completion and development of these development zones have optimized the industrial structure,stimulated the impetus of endogenous development,and promoted regional economic development,and made great contributions.However,due to the weakening of the policy advantages of the development zones,the bottleneck of factors,and the imperfect management system,the development model of the traditional development zones can not adapt to the new requirements under the new normal.The development zones have entered a new stage of "secondary entrepreneurship" and a new period of transformation and development.After 13 years of construction and development,Qinghe Economic Development Zone has become an important growth pole in Huai’an City and has played a huge role in the city’s economic and social development.Due to the unpredictable situation at home and abroad,it is urgent to achieve high quality and high level of development.As an important carrier for the development of the city,the park is faced with the problems of low land intensity,unreasonable spatial layout,imperfect functional support and poor industrial agglomeration.It is urgent to seek new ideas for transformation and development,accelerate the exploration of new advantages,and explore new measures for development.We will continue to strengthen its role as a model guide and radiation driver,and promote high-quality economic and social development in Huai’an City.By outlining the definition,type,development model,transformation and upgrading of development zones,this paper expounds the relevant theories of development and transformation of development zones.This paper introduces the status quo of the transformation and upgrading of the park from the aspects of development history,planning and spatial layout,industrial development,supporting facilities,economic and social environment and management system,and puts forward the practical problems facing the transformation and upgrading of the park.It has clearly defined the development goals of "one step in a year,two times in five years,ten years as a benchmark,and overall first-class achievement",as well as specific countermeasures for the five major aspects of transformation and upgrading.They are: analyzing the development situation of research and judgment,and grasping the direction of transformation and development;Accelerate the formation of industrial agglomeration and inject momentum for transformation and development;Optimize the space layout of the park and speed up the integration of the city;We will focus on factor and resource security,break through development bottlenecks,and improve the operating system and mechanisms to achieve maximumdevelopment synergy.
