In 1978,Shekou Industrial Zone,the first export processing zone in Shenzhen,was established by the Central Enterprise Merchants Bureau Group in Hong Kong.It is the "experimental field" of China’s reform and opening up and has now become an international coastal city.Since its establishment,the main bodies of development and operation of Shekou Industrial Zone have been China Merchants Bureau Group and its subsidiary enterprises,Shekou Industrial Zone Co.,Ltd.In the early period of reform and opening up,it was an integrated management system dominated by enterprises,and then gradually transferred to the enterprise after the transfer of administrative functions.The 40 years of development since China’s reform and opening-up is a process of expanding economic scale,improving development quality,upgrading industrial structure and reforming policy and system.the development process of Shekou Industrial Zone is highly overlapping with China’s reform,opening up and social economic development.Studying the development practice of Shekou Industrial Zone can comprehensively observe how an industrial park adapts to the development and changes of the external environment,how to formulate and adjust the strategy,and how the behavioral strategy affects the spatial evolution of the park.Based on the relationship between “external factors – behavioral strategies – spatial evolution”,this paper divides the development of Shekou Industrial Zone into three development stages.The first stage is the period leading to reform and opening up(1978-1992),the second The stage is the period of slowdown in development(1992-1999),and the third stage is the period of secondary entrepreneurship and re-launch(1999-present).Each different stage is studied from three aspects: external environmental factors,management behavior strategies and spatial evolution.Research shows:(1)The behavioral strategy of the management subject is the core of the development logic of “external environment – behavioral strategy – spatial evolution”.(2)The enterprise-led government-enterprise management system has a greater impact on the success of the first phase of the Shekou Industrial Zone.(3)The development of the external environment is an important driving force for the transformation and upgrading of the Shekou Industrial Zone.(4)“Drive the industry with the city”is the development path of the transformation and upgrading of Shekou Industrial Zone.The article is divided into six parts,The first part is the research background,research content and research content;The second part reviews the relevant theories of development zones,sorts out the development process of Shekou Industrial Zone and establishes analytical ideas and research technical frameworks;The third part is the practice study of Shekou Industrial Zone in the period of reform and opening up,the characteristics of industrial agglomeration and spatial evolution characteristics of enclave industrial parks at the early stage.The fourth part is the development dilemma and strategic choice of Shekou industrial zone during the period of slow development,and its influence on the evolution of Shekou;The fifth part is the transformation strategy and path selection of the period of the second venture and the re-taking of Shekou Industrial Zone,and the impact on spatial evolution;The sixth part is the conclusion and outlook of the paper.
