Anti-poverty has always been a hot topic of worldwide concern, and since the reform and opening up in the 1978,with the continuous growth of economic level, the increasing income of residents and the continuous advancement of poverty alleviation work, the regional poverty situation has improved obviously, but the problem of rural poverty is still the focus of poverty alleviation. At the same time, with the deepening of poverty alleviation and development, the difficulty of poverty alleviation is increasing, the rate of poverty alleviation is beginning to slow down, the problem of rural poverty is beginning to appear new characteristics, that is,the structural change of poor groups, the weak financial situation of low-income groups, the high rate of return to poverty, poverty in the inter-generational transmission,Under such a background, inclusive finance has gradually attracted wide attention. In 2013,China proposed for the first time the construction of an inclusive financial system aimed at providing financial services to poor and low-income groups, promoting its farewell to poverty and poverty through financial poverty reduction, with a view to fully entering a well-off society in the 2020.By examining the spatial relationship between inclusive finance and rural poverty, this paper uses spatial measurement model to empirically analyze the effect of inclusive financial rural poverty reduction from the perspective of spatial spillover.Firstly, based on the data of 31 provinces(cities)in 2010-2016,this paper uses 3 dimensions and 12 indexes to construct inclusive financial Development index to measure the degree of financial inclusion in various regions, and secondly,to model spatial modeling, using the Moran Index to test the spatial correlation between inclusive finance and rural poverty.Based on the results of spatial model selection and comparison, this paper examines the relationship and spillover effects of inclusive finance and rural poverty alleviation, and the results show that:(1)The scale of poor people and the level of inclusive financial development show obvious agglomeration characteristics, showing that poor areas tend to be concentrated and connected, and there is a tendency to move closer to the western region,The high degree of development of inclusive finance is concentrated in the east and coast;(2)According to the results of spatial correlation test,it is found that there is a significant positive spatial correlation between rural poverty and inclusive financial development,and(3)on the whole, the development of inclusive finance is conducive to the reduction of the rural poor,That is,the higher level of inclusive financial development is conducive to the alleviation of rural poverty, through direct effect and indirect effect analysis,it is concluded that inclusive finance has a positive contribution to the poverty alleviation in the region and adjacent areas, there is a clear spatial spillover phenomenon, and more direct poverty reduction effect, inclusive finance indirect poverty reduction effect is more significant,But the effect on poverty reduction in the western region is not obvious.(4)Urbanization,agricultural modernization, industrialization and financial expenditure on agriculture have a good poverty reduction effect on rural areas of China, the spatial spillover effect is significantly positive, and urbanization and financial expenditure on agriculture have a significant effect on rural poverty reduction in the western region. Finally,on the basis of the research results, this paper puts forward some countermeasures and suggestions to promote the development of inclusive finance and alleviate the situation of rural poverty, which has certain practical significance and policy guiding significance in order to promote the development of inclusive finance and solve the current problem of rural poverty in China.
