Research On Mechanisms And Effects Of Inclusive Innovation On Poverty Reduction

Poverty is a serious constraint on social stability and high-quality economic development.At present,China's poverty alleviation work has entered a crucial period of "targeted poverty alleviation".The remaining poor population is limited by their own ability and social exclusion,and their participation in innovation is low,so it is often difficult to share the innovation dividend.Therefore,poverty alleviation work faces great challenges.Inclusive innovation has poverty reduction effect because it includes low-income groups in innovative activities and provides new ideas for China's poverty alleviation work.At present,scholars have extensively studied the mechanism of innovative poverty alleviation,but few have systematically analyzed and empirically tested the mechanism and effect of inclusive innovation on poverty alleviation.Based on social exclusion theory,inclusive theory and poverty theory,this paper deeply explores the poverty reduction mechanism of inclusive innovation,builds an inclusive innovation measurement index system,and conducts a quantitative analysis of the current capacity of regional inclusive innovation.Then,the direct and indirect poverty reduction effects of inclusive innovation are empirically tested using the one-step systematic GMM estimation method and instrumental variable method based on the data of 30 Chinese provinces from 2006 to 2016.The results show that :(1)inclusive innovation can effectively reduce the incidence of regional poverty,which verifies the direct poverty reduction effect of inclusive innovation;(2)inclusive innovation can also effectively promote regional economic growth and narrow income gap,and the reduction of economic growth and income gap can further alleviate regional poverty,thus verifying the indirect poverty reduction effect of inclusive innovation;(3)the poverty reduction effect of inclusive innovation increases in the order of east,central and west,but there is a lag period in the west.At the same time,compared with cities,inclusive innovation has a more significant effect on rural poverty reduction.It shows that inclusive innovation has a certain "agglomeration effect",that is,inclusive innovation has a stronger poverty reduction effect on the areas with dense poor population.
