Since average life expectancy is growing continuously meanwhile the population growth rate is dropping,the problem of aging population comes up.Although China is always stressing the importance of multi-dimensional old-age care,in reality,its pension system relies too much on the basic pension,which is provided by the country.The supplementary old-age insurance for companies and public institutions have been developing in the last 10 years.Such development is,however,too slow and its coverage is too limit,so that the supplementary function of such insurance is not obvious.The individual supplementary old-age insurance is a kind of commercial insurance.Due to the lack of legal framework,its acceptance and function is minor.As the root of pension,the German pension system has survived different period of time,and concentrated only the best in this system.Moreover,Germany has confronted the problem of aging population prior to China.In order to find solutions,Germany has taken several steps to adjust its pension system.Germany is now pushing the development of supplementary old-age insurance and has implemented Riester Pension,changed the pension concept from three-pillar-model into three-layer-model at the same time.With the revision from legal side,financial support from household and proper promotion in the society,the German citizens are fully aware of the importance of the multi-dimensional old-age care.This could inspire the development of pension system in China.This dissertation concluded the information from websites of German authorities which focus on German social security and pension.Starting from the introduction of German social security system,the dissertation narrates the German pension system in details,especially the three-layer-model,then compares the situation between China and Germany.In the end,the parts which can be learned by China from Germany,are listed.
