Study On Evaluation System Of Rural Complex Construction

Rural complex is a new breakthrough for advancing agricultural supply-side structural reform and a new carrier for rural revitalization.With the country's continued attention to the policy supporting and Problems about agriculture,ruralareas and peasantry,a number of national-level rural complexes gradually emerged on the vast land of China.Although development of the rural complex in the industry is developing rapidly,the lack of quality assessment standards and development subjects' cognize perceive mistakes on the connotation and construction orientation of rural complex lead to the blind construction in the industry.the current academic research on the rural complex is still in its infancy.Especially,the research on the evaluation index system of rural complex construction is still blank.Based on related researches of complex and construction evaluation at home and abroad,this paper puts forward the concept definition and connotation characteristics of the rural complex and introduces new pastoralism theory,industrial convergence theory and Territorial Production Complex theory and logic thinking of DSR model to propose the DSR conceptual model of the rural complex.Then,from the six dimensions,namely environment,product,service,space,management and environment,a number of indicators are selected to construct the six-dimensional comprehensive evaluation index system of the rural complex.It includes 6 first-level indicators,14 secondary indicators and 36 tertiary indicators.The analytic hierarchy process(AHP)was used to establish the index weight and evaluation calculation model.Finally,taking lingba town gucong rural complex as an example,Based on the relevant datas collection,this paper evaluates it is in a medium construction level and belongs to the level III rural complex.According to the evaluation results,this paper puts forward six development paths : comprehensive supporting facilities construction,comprehensive industrial development,comprehensive functional configuration,Comprehensive product supply,comprehensive environmental ascension,comprehensive Mechanism activation.The purpose of this study is to provide a reference for the quantitative assessment of the potential of the rural complex development and to provide theoretical guidance and technical support for the future establishment of national rural complexes and tourism project cooperation.And this paper is also amied to help the creators better grasp the law and connotation,evaluate the status quo and progress,seek for improvement and breakthroughs,and promote the development of the rural complex to provide a standard and scale.
