Analysis Of PPP Mode Of Integrated Pipe Gallery Project

Integrated pipe gallery is an important part of urban infrastructure.Its construction can make the urban environment more beautiful,reduce repeated excavation of urban roads,and reserve the underground space for future development.However,the construction period of integrated pipe project is relatively long and the return on investment is relatively late.Due to the limited funds available to the government for infrastructure investment,PPP,an emerging public-private partnership mode,is increasingly being used in integrated pipe projects.It effectively solves the long operating cycle of traditional financing mode projects,the unexpected high risk,and the lack of cash flow.And achieved a double-win situation for both government and social capital.This article analyzes the policy and operation process of PPP model,and concludes the principle of social capital participation in PPP construction.Based on the analysis of the integrated pipe construction both at home and abroad,this paper makes a comparative analysis on investment construction mode and operation management mode.According to the characteristics of the integrated pipe project in PPP mode,this paper analyzes the principle of project design,including the principles of project selection,negotiation,implementation,operation and subsidy.,This paper presents an example-Wuhan Optics Valley Central City Pipe Gallery project,offers the operation and maintenance plan of this project based on the analysis of the current financing and policy environment in Wuhan.And analyzes the operating results of the Wuhan Optics Valley Central City Pipe Gallery project from the economic benefits,social benefits,and environmental benefits.By studying the basic theory and actual cases of PPP model,this paper proposes five safeguards for PPP mode integrated pipe gallery project: scientific selection of partners,emphasis on the project contract system,strengthen project performance management,the government appropriate subsidies and effective regulation,change the mode of thinking and strengthen professional personnel training.Integrated pipe gallery has great market demand in urban construction.The maturity of the PPP model also lays the foundation for the introduction of this model into the integrated pipe gallery.The construction of integrated pipe project with PPP model not only effectively alleviate the pressure of local debt,but also improve the enthusiasm of social capital to participate in integrated pipe gallery construction.And greatly accelerated the speed of integrated pipe construction.
