Research On Innovation And Entrepreneurship Policy And Its Implementing Effect In China

Innovation and entrepreneurship have become an important part of China's economic development process in recent years.The construction of innovative and entrepreneurial cities has also become an important work plan of many provincial and municipal governments in China.Hangzhou,as the representative of innovation and entrepreneurship city,has launched a series of innovation and entrepreneurship policies in order to promote innovation and entrepreneurship,and help solve the difficulties encountered by innovative enterprises in the process of innovation and entrepreneurship.The implementation of these policies encourages enterprises in Hangzhou to achieve innovation and entrepreneurship,but in the process of policy implementation,there are also policy limitations,which restrict the development of policies.How to formulate effective innovation and entrepreneurship policies to ensure the effective implementation of innovation and entrepreneurship policies has become an important research topic for national and regional development.Therefore,it is urgent to further study the effect of the implementation of innovation and entrepreneurship policy and reveal its characteristics and rules of policy development.This paper mainly studies the following aspects:Firstly,the innovation and entrepreneurship policies of the whole country and Hangzhou are analyzed.This paper uses text analysis method to analyze the innovation and entrepreneurship policies promulgated by the national and Hangzhou governments,and summarizes the innovation and entrepreneurship policies of the whole country and Hangzhou.Secondly,the satisfaction of innovation and Entrepreneurship Policy in Hangzhou is studied.This paper uses questionnaire survey and interview to investigate entrepreneurs in Hangzhou.The sample data of entrepreneurs in Hangzhou are obtained by questionnaire survey.The reliability and validity of the sample data are tested by Cronbach's a coefficient test and principal component analysis.The SPSS was used to analyze the survey data.Finally,combined with the experience of innovation and entrepreneurship at home and abroad,the strategy of improving innovation and Entrepreneurship Policy in Hangzhou is studied.This paper mainly studies the strategies from four aspects: policy support,resource support,innovation and entrepreneurship policy support of vulnerable groups,and innovation and entrepreneurship environment.This paper holds that,firstly,we need to strengthen the follow-up policy support of information and personalized services;secondly,we need to integrate government,universities,enterprises and other resources to form a driving force;thirdly,we need to increase the support of innovation and entrepreneurship policies for the "vulnerable" groups;fourthly,we need to strengthen the publicity of innovation and entrepreneurship policies and improve the overall environment of innovation and entrepreneurship.This study can provide theoretical basis for the formulation of innovation and entrepreneurship policies of Hangzhou government and other relevant departments.
