From this point of view, our poverty line in rural area and urban low-line calculation method, in fact, belong to the absolute poverty line.Currently, worldwide for poverty measurement methods are: basket, Engel, the World Bank’s international poverty standard, ELES. Based on the price index between poverty standard of the same period, real national income and expenditure since 1985 comparative studies, a preliminary attempt to official data and the actual situation of China’s total poverty analysis. Meanwhile, ELES model based on the theory, referring to the low-income consumer price index and dietary structure measure of absolute poverty line.The conclusion indicates that according to the consumption structure of the lowest income levels of all residents 20% of the crowd, the consumer price index measure of low-income residents than the consumer price index of all residents, therefore, in accordance with all of the consumer price index adjusted the poverty line is underrated.
