Research On Commercial Cryptography Management In China From The Perspective Of Public Products

As the policy research and consultation institution closest to the core of government decision-making,the official think tank plays a decisive role in influencing government decision-making,building communication Bridges,cultivating think tank talents and guiding public opinion.After years of hard work,socialism with Chinese characteristics has entered a new era,which not only provides space for the development of official think tanks,but also sets higher requirements for them and points out the direction for the construction of new think tanks with Chinese characteristics.This paper adopts the literature review method and case analysis method,on the basis of the research on relevant think tanks at home and abroad,and on the theoretical basis of policy analysis theory,elitism theory and pluralism theory,to make a clear definition of the concept,connotation,characteristics and functions of the official think tank.In prefecture level X municipal party committee policy research office of case study as an example,introduced the development of municipal party committee policy research office of X,organization and operation mechanism,this paper argues that policy research as an official think-tank,with increasingly complicated economic and social development,the impact on government decision-making will be more and more big,so need to accelerate the construction of new think-tank with Chinese characteristics.Analysis,policy research at present there exist many problems,such as talent cultivating,backward systems and mechanisms,information construction lag,the social influence is not high,independence is not strong,etc.,through summarizing reference outstanding think-tank of the construction of the advanced foreign experience,such as Britain's "party think tank","revolving door" of the United States and Japan mechanisms such as network,a think-tank,in combination with the practical situation of X city,at the same time,put forward the optimization of talent cultivation,the innovation system mechanism,the construction of data center,improve the social effects and strengthen the leadership of the party construction.In recent years,with the rapid development of economic and social,our country has made great progress,a think-tank,construction,the construction of new think-tank with Chinese characteristics of the research is also more and more,but few of them to the prefecture level official think-tank,case study,based on the level city municipal party committee policy research office of X as an example,through on-the-spot investigation,interview and the basis of widely collecting and in this paper,we study the relevant materials in a variety of ways,such as about policy research situation and problems of the first-hand materials,these are all in this paper,the research analysis and opinion suggested that provides a strong support.Comprehensive analysis on the basis of the material is reliable,the mysteries of the official think-tank,in-depth excavation as prefectural official think-tank,the reason of the policy research office of the problems,discuss the official think-tank construction with Chinese characteristics new think-tank opinion suggestion,provide new think-tank construction with Chinese characteristics with certain theoretical research and practical reference.
