In November 2015,President Xi Jinping proposed the concept of "supply-side reform" for the first time at a meeting of the financial and economic leading group of the CPC central committee.In the central economic work conference in 2016,it will be an important task for the coming period to resolve the real estate inventory.In a longer period of time,how to take measures to resolve the real estate inventory pressure has become an important issue before us.Henan province,as a large economy and population province,the real estate market has developed rapidly in recent years.However,there are supply-side problems in the real estate market in Henan province,and the large inventory in some cities affects the overall healthy development of the real estate market in Henan province.Under the background of central supply-side structural reform,how to start from the supply side and realize destocking on the basis of ensuring the stability of housing price has become a problem that Henan province must face.Based on the new supply theory,this paper studies the real estate market in Henan province.Firstly,literature related to the development and regulation of the real estate market at home and abroad is sorted out and summarized to clarify the theoretical basis of this paper.Secondly,it analyzes the present situation of Henan real estate market and concludes that Henan province faces great destocking pressure.At the same time,Henan province still has some problems on the supply side,which are mainly manifested as: unbalanced allocation of land resources,unbalanced proportion of real estate development investment,unbalanced supply of housing property structure and unreasonable supply of housing type structure;Then,on the basis of comprehensive comparison of various quantitative analysis methods,fuzzy comprehensive evaluation is selected as the main method to evaluate the real estate destocking in Henan province.On the premise of following the principles of operability and systematisms,14 indexes were selected from five aspects of economy,society,policy,consumers and supply side,and the weight of each index was determined by the analytic hierarchy process,and the destocking evaluation index system of Henan province was established.Among them,the supply factor takes up the highest proportion of 0.392 in the whole destocking evaluation index system,the second is 0.271 for economic factor,the third is 0.182 for policy factor,the fourth is 0.106 for social factor,and the lowest is 0.049 for consumer factor.In this paper,the destocking evaluation index system of Henan province was applied to evaluate the destocking situation of Henan province in 2017.By sorting out the actual conditions of various influencing factors and indicators of destocking in Henan province,experts from the evaluation team were invited to give scores.Finally,the comprehensive score of destocking evaluation in Henan province was 78.75,which was "general".Therefore,Henan province also needs to strengthen destocking and combine destocking with supply side so as to make the destocking cycle of the whole province reach a reasonable level.Finally,from the supply side,it puts forward the countermeasures and Suggestions for the development of the real estate market in Henan province,so as to reduce the real estate inventory in Henan province.On the supply side,some countermeasures are put forward: changing land use,including exploring new land supply mode and controlling annual land use plan;Continue to develop the tertiary industry;To improve the construction of housing system,including the construction of supporting infrastructure and social housing system;We will accelerate the development of service-oriented government,including raising the urbanization rate and diversifying policy support.
