Research On The Project System Governance In Rural Infrastructure Supply

The report of the 19th national congress of the communist party of China put forward the rural vitalization strategy to guide the deployment of the work of "agriculture,rural areas and farmers",showing a clear context from the overall planning of urban and rural areas,the integration of urban and rural areas to the rural vitalization.In the opinions on the strategy of rural revitalization in the No.1 Central Document in 2018,which proposed to promote the upgrading of village infrastructures aiming at narrow the gap between urban and rural dual staucture.It can be seen that sound village infrastructures are the basics for realizing the rural vitalization strategy.In order to explore how the government can guarantee the effective supply of village infrastructures,this paper attempts to put forward the concept of "project system governance"and apply project system governance in rural infrastructure supply.After investigating the construction status of a number of village infrastructure projects in Guangxi province M county,two supply modes—input supply mode and response supply mode—were sorted out according to the supply mode of infrastructure in project system governance,and the generation logic and characteristics of each mode were revealed.Combined with the typical cases in the empirical investigation,this paper analyzes the specific operation process,characteristics of the two modes in practice and the satisfaction of villagers and the grass-roots government on the level of village infrastructure construction.Compare the transformation logic of two supply modes from "input" to "response" from three aspects of decision-making mechanism,subject relationship and supply preference.Combined with the typical cases in the empirical investigation,the paper describes the specific operation process and characteristics of project system governance in practice,and measures the supply efficiency of project system governance through the satisfaction degree of villagers and grassroots governments for rural infrastructure construction.Further explore the difficulties and causes of the application of project-based governance in rural infrastructure supply and this paper puts forward the optimization path of the project system governance to effectively guarantee the supply of rural infrastructure,which from the four dimensions of perfecting the system of demand expression,perfecting the fund guarantee system,improving the efficiency of supply,and designing the phased supply plan.
