Nowadays,enterprises in the world become more diversified and competition becomes more and more intense.Talents play a key role in winning market competition,and at the same time,they can help enterprises gain more benefits and create more value.For enterprises,talents can help enterprises achieve better development.The continuous optimization of talent resources can also help enterprises improve their competitiveness and gain a place in the market competition.To achieve the goal of enterprise development strategy,the most important and effective means is to formulate talent strategy.At the same time,the scientific talent strategy is conducive to improving the comprehensive ability and quality of enterprise talents,and making talents quickly accustomed to the new internal and external development environment,and helping enterprises to develop efficiently,orderly,stably and healthily.From the point of view of the relationship between enterprise development strategic planning and talent strategy,its closeness is increasingly present.The talents strategy can provide strong support for improving the comprehensive competitiveness and expand the competitive advantage.Along with the development of the market economy,the competition between enterprises has been intensified.Many enterprises pay attention to cultivating their own competitive advantages,which relies on the competition of talents.As the main body of competition,state-owned enterprises should be invincible and urgently need human resources to support them.How to obtain,educate,use and retain talents has become an important topic for state-owned enterprises to study talent strategy.Based on the actual situation of the talent construction of the National Energy group of “zndz” railway company and based on the basic data of human resources,this paper makes an in-depth study,analysis and has a summary of the talent construction of the “zndz” railway company.Through detailed research,it is found that there are shortcomings in the implementation of the talent strategy and problems that need to be solved,such as lack of talent priority and scientific talent concept,lack of talent strategy and lack of clear talent construction goals,lack of effective talent system and talent construction mechanism.In order to ensure the sustainable development of enterprises and the smooth realization of the strategic goals of enterprise development,this paper seriously analyzes and studies the actual talent strategy countermeasures.For this reason,combined with the real situation of the “zndz” railway company and the shortcomings and problems existing in the analysis,the personnel strategy study was carried out using the literature analysis method and the SWOT analysis method.Through effective analysis and research,on the basis of the existing talent construction model,we will establish a talent development strategy for “zndz” railway companies,and use SWOT analysis to analyze the talent strategy of “zndz” railway companies to formulate strategies for selecting people,using people,educating people,and staying people.To achieve the goal of establishing a sound and scientifically optimized talent strategy for “zndz” railway companies,the talent strategy will be more structured in the implementation process,and it will be able to effectively integrate with enterprises and play its role.Keeping complex talents with strong professional and technical skills in enterprises,and training a team of talents with strong comprehensive quality,it will help enterprises to enhance the quality of their employees in all respects,and will have a strong cohesive effect and attract effect.We will successfully achieve the stated strategic goals of enterprise development.
