Shantytown reconstruction is a popular project launched by the Chinese government to transform the old houses in urban areas and improve the housing conditions of families in difficulty.Since 2005,shantytown reconstruction project has been the key work in the national strategy for revitalization of the three northeastern provinces,China has entered the fast track of shantytown reconstruction since 2012.The 2018 government work report pointed out that people's lives have been continuously improved,with over 26 million housing units having been rebuilded in shantytowns,over 17 million dilapidated rural houses having been rebuilded,and over 100 million people's housing environment having been significantly improved in the past five years.The 2018 government work report also noted that"a new three-year plan for rebuilding shantytowns was launched,that is starting rebuilding 5.8 million units in 2018".That means the efforts to reform the shantytowns will be continuely unabated and the relocation of shantytowns will continue to be linked to the solution of the housing problem.To a large extent,it also shows that people's livelihood will continue to increase,and such housing starts are necessary conditions.The shantytown reconstruction project in w city is positioned to highlight the characteristics of riverside landscape,fully embody the port culture,and lead the image window of the port in w city and the characteristic area of river cultural tourism.Construction of the port in w city is an important strategic plan made by the H Provincial Party Committee and provincial government.It is an inevitable requirement for the construction of"two-oriented society"and the expansion of opening to the outside world.It is an important platform for the economic and social development of the whole province.It is an important measure to implement the"two-circle belt"strategy,transform the economic development mode and build an important strategic fulcrum to promote the rise of the central region.This paper systematically studies the feasibility of the shantytown reconstruction project in w city.Chapter one is theoretical analysis of feasibility study of the project.Chapter two is the outline of the project,mainly analyzing the background of the project,the plan of the project and the advantages of the project.Chapter three mainly analyzes the necessity and feasibility of the project in theory.Chapter four mainly evaluate and analyze the implementation of the project from the aspects of policy,location,capital,environment,benefit,and fully demonstrates the feasibility of the project.Chapter five mainly evaluate and analyze the risk of the project.Chapter six is conclusions and recommendations.The conclusion of the feasibility study is as follows:first,the implementation of the project is in line with the industrial orientation of government development plan.Second,the implementation of the project will help achieve rational land use,optimize and integrate land resources,save land use,improve the value of surrounding land,and meet the needs of economic development and urban construction land in the region.Third,it can give play to the function of preserving and increasing the value of land resources;Fourthly,this project is a key project of w city municipal government in the near future,with strong policy support,the investment,development and construction group company is in good operating condition,with stable capital chain and outstanding repayment ability.Fifth,the project has strong financial profitability and strong risk resistance.In addition,in order to make the decision-making of project scientific,organization careful,operation prudent and risk avoidance effective,the paper puts forward three suggestions:first,the project is a reconstruction project for the key and large-scale old cities in w city,and the housing collection work is relatively complex.It is suggested that the entrusting party should strengthen the supervision of the collection work and reasonably arrange the collection schedule so as to control the collection cost.Second,we should try our best to lower the loan interest rate,reduce the financing cost,formulate a reasonable repayment plan,reduce the interest expense and reduce the financial cost as much as possible.Third,the investment development and construction units should do a good job in the early stage of the project,improve the procedures for submission and approval,step up the fund raising,and ensure that the funds are put in place as planned.
