The work of the reform of shanty town is a livelihood project put forward by our government to reconstruct the dilapidated houses in cities and towns and protect the needs of poor family housing.It is also effective means to currently expanding domestic demand and stimulating economic growth.Through the work of the reform of shanty town,it can effectively solve the problem of urbanization rate lag and urban dual contradictions.It can also improve the living environment and urban environment of middle and low income groups,playing an important significance in improving urban land use efficiency,improving the level of employment,and enhancing urban competitiveness.The work of the reform of shanty town is a complicated system project,which involves every important link of planning,demolition,project construction,housing resettlement,environmental protection and follow-up development.It takes a long time and involves a lot of stakeholders.Many uncertain factors and risks run through the project process.Therefore,it is necessary to adopt scientific,systematic and professional methods in the work of the reform of shanty town to identify effectively,analyze and evaluate,and deal with the risks.The present paper does the research from the perspective of the risk management in the work of the reform of shanty town,and carries out the following work:(1)This paper obtains from the view of reforming of shanty town and risk analysis,summarizes the research findings home and abroad,compare and analysis the definition and formation reason,behavior,theory and achievements transformation of risk research,assessment tool and the choices of methods,and then get the reference opinion(2)Sort out the work of the reform of shanty town and analyze the risk factor such as financial risk、market risk、debt risk、compliance risk and so on.It is found that the risk analysis of existing work of the reform of shanty town manages process mainly from economic indicators,environmental factor demonstration and lack of systematic risk.(3)Analyze comprehensively the risk management work of the work of the reform of shanty town projects.Combine with the existing research results and practical work,select risk factors by analytic hierarchy process,analyze the weight of each risk factor,and construct risk evaluation models in the work of the reform of shanty town projects.The reform of shanty town projects of Tiedong of Shuangtaizi District of Panjin City is set as an example to carry out empirical analysis of the risk assessment of the project.(4)Put forward the risk prevention and countermeasure for the reform of shanty town projects.Classify them and sort them out based on the results of the evaluation and the risk factors.The pertinent risk response and preventive countermeasure are put forward,includingthe government related departments autocracies behavior risk and debt risk response measures.
