Along with the continuous development and progress of science and technology in the 21st century.Knowledge innovation has become the main factor restricting the growth of enterprises,among which the talents shoulders the tasks of knowledge innovation and development.In order to stand ahead in the market competition,more and more enterprises begin to invest in the management of R&D talents.However,in China there is a severe disadvantage on the management of them at this stage,especially on the aspect of performance management.The performance management level is far behind the pace of economic development and enterprise development right now.How can we achieve the goal of turning from "Made in China" to "Created in China"?On one hand,Chinese enterprises should learn from the advanced western management ideas,on the other hand,we should consider our local situations.Only combination of the 2 aspect can we construct a scientific and systematic structure,stimulate the value creation of R&D talents,and enhance the operating efficiency of enterprises.This article will take the R&D personnel performance appraisal system of D company as the research object,uses the literature analysis method,the interview and the questionnaire investigation method and so on as main research method.Through the investigation and the data analysis,we discovered the company's present performance appraisal system existent problem.Combined with the relevant theory,redesigned the performance evaluation system based on the basis of the original KPI performance appraisal.We introduced the concept of OKR performance management,we established a set of better performance appraisal system.The new system can objectively and accurately measure the performance of R&D personnel,improve the performance management level of R&D talents,and achieve the win-win situation between enterprises and talents.The main research idea of this paper is to carry out systematic theoretical research on the function and structure of the performance appraisal system of R&D talents,under the background of the collision and integration of various management ideas at home and abroad.This paper puts forward the practical development ideas and carries on the empirical research and analysis among the R&D personnel of the tourism enterprises,hoping to study the performance appraisal system of the enterprises in the same industry or the R&D talents.Or for the OKR performance management concept research,bring certain reference and reference value.
