A Study On The Coupling Of Poverty Factor Identification And Support Measures In Rural Areas

The problem that "preciseness" is not prominent in China's poverty alleviation measures,has seriously slowed the progress and reduced the effectiveness of China's poverty alleviation.It's urgently that exploring the poverty alleviation strategy through the anti-poverty theory and the sustainable development theory;analyzing the coupling between the cause of poverty and the assistance measures to find out the obstacles that hinder the efficiency of precision poverty alleviation by using the data of some city in the west;developing and improving continuously the relevant supporting measures for precision poverty alleviation.This paper defines the relevant concepts of national precision poverty alleviation and sorts out some related theories of precision coupling at first.Then On the basis of literature collation and analysis,the author uses the method of field research and in-depth interview to understand the current state of precision poverty alleviation comprehensively,what's more,summarizing the overall precision poverty alleviation measures in the country.Secondly,analyzing the overall causes of poverty and the current assistance measures in detail,in addition,analyzing their implementation and problems based on the national poverty situation.Thirdly,on the basis of the data of certain city in the west,summarizing the suitable index system for the the causes of poverty and the measures it has adopted and establish the coupling degree model,and then analysis the coupling degree in the theoretical sense to find out the factors that may affect coupling.Fourthly,putting forward the counter measures and suggestions about the problems that may exist in the process of poverty alleviation under the guidance of anti-poverty theory and sustainable development theory.Firstly,establishing an early warning mechanism to avoid returning to poverty.In addition,strengthening the effective identification of poor households,moreover,tracking and monitoring them to improve the accuracy of identification and reducing the possibility of returning to poverty.Secondly,using the right medicine to achieve accurate help.Government should accurately assist in the county,village and individual to achieve accurate positioning of funds and projects,according to the actual situation of the local.Thirdly,establishing a long-term convergence mechanism and strengthen dynamic management.Achieving a list of poverty has emerged and emerged to improve the efficiency of resource utilization and realize the policy sustainability,then reducing the risk of returning to poverty.Finally,strengthening the industry to alleviate poverty and stabilized the results of poverty alleviation.Reducing the proportion of transfer income of poor households,to develop characteristic industries according to local conditions,and improving the ability of farmers to increase their income independently,and stabilizing the achievements of poverty alleviation eventually.
