Study On Influence Of National High-tech Industrial Development Zones On Regional Economic Growth

Great changes have been taking place in the world economic situation for decades, in the changing economic situation, more innovation activities are emerging,more and more high-tech zones and innovation bases are being built around the world,innovation has become an important driving force for economic growth. Our country also calls for strengthening the construction of high-tech zones, cultivating innovation ability, improving the innovation performance of high-tech zones to play the role of regional economic growth pole.First, basing on the regional economic growth, innovation and high-tech zones’ literature review, the study finds the research of regional economic growth is relatively mature, innovation research also has formed a complete theory system,effect of high-tech zones on regional economic growth research from the perspective of innovation is very lack. So the study puts forward the background and significance of the research. Second, regional environment, elements agglomeration, innovation,organizational learning of national high-tech zones are the main factors affecting the regional economy by analyzing the connotation, spatial layout, structure of national high-tech zones and influencing factors of regional economic growth, innovation is the key influencing factor, then national high-tech zones influence regional economic by high-tech zones’ economic output growth. Third, analyzing mechanism of high-tech zones influencing regional economic growth from the perspective of innovation, including three aspects: driving stage, effective stage and output stage.The political environment, economic environment, cultural environment, open environment, infrastructure as external environment power, capital agglomeration,enterprises agglomeration, technology agglomeration, industrial agglomeration as internal elements of national high-tech zones play a driving role to innovation.Effective stage includes direct effect and indirect effect, direct effect is a direct role for innovation to promote regional economic growth, indirect effect of national high tech zones for innovation is to promote regional economic growth through organizational learning. Also, the study measures innovation, regional economic growth, various types of regional environment, various types of agglomeration,organizational learning, high-tech zones’ economic output variables, and designsmodels of national high-tech zones innovation influencing regional economic growth.At last, to conduct the national high-tech zones data’s empirical analysis by factor analysis, regression analysis, moderating effect analysis, mediating effect analysis and path analysis method, the main conclusions are as follows:First, different high-tech zones’ innovation have a wide gap. Zhongguancun,Zhengzhou, Chengdu, Tianjin, Shanghai, Shijiazhuang, Nanjing, Hangzhou and Anshan’s high-tech zones have high innovation level, but Yulin, Yingtan, Yanji, Linyi,Jiangmen, Xining, Yingkou, Weinan and Benxi high-tech zones’ innovation level is relatively low, there is a big gap between the high-tech zones with high level of innovation and the ones with low level of innovation, the gap of northwest, north china and southeast regions is obvious, the level of innovation decreases gradually from north China to central China to southwest to south China to east China to west China.Second, by multicollinearity and heteroscedasticity test to regression models of innovation and regional economic growth, the innovation factors EI1、EI2、EI3 and EI4 have significant effect on regional economic growth, the innovation factors EI5 do not pass the test of significance, but it plays a positive role to regional economic growth. Innovation’s comprehensive factor score(EI) has significant effect on the regional economic growth. So national high-tech zones innovation has significant effect on regional economic growth.Third, by analyzing regional environmental effects, economic environment has a positive moderating effect on innovation and regional economic growth, so innovation has greater promoting to high-tech zones’ economic growth with economic environment improving, political environment has a significant moderating effect on innovation and high-tech zones’ economic growth, innovation has greater promoting role to high-tech zones’ economic growth in better political environment. Open environment also has significant moderating effect, innovation has greater promoting role to high-tech zones’ economic growth in better open environment. Cultural environment has no significant moderating effect, innovation has greater promoting to regional economic growth with regional population culture degree increasing.Infrastructure has significant moderating effect on innovation and high-tech zones’ economic growth, better infrastructure has more active role.Fourth, element agglomeration’s moderating effect includes capital agglomeration, enterprises agglomeration, talent agglomeration and industries agglomeration, capital agglomeration and enterprises agglomeration have no significant moderating effect, talent agglomeration and industries agglomeration have shown a significant moderating effect, the high-tech zones with higher talent agglomeration and industries agglomeration have greater promoting role when innovation influence high-tech zones’ economic growth. The study puts forward that national high-tech zones’ capital and enterprises agglomeration has not reached themaximum size, enterprises cooperate to innovate conveniently and spread achievements of innovation efficiently with enterprises agglomeration increasing, this promotes innovation and economic output. Talents agglomeration provides an important intellectual resources for innovation, and plays a significant moderating role for innovation. Industries agglomeration also promotes high-tech zones economic output by economies of scale and reducing costs.Fifth, mediating effect refers to organizational learning’s mediating role between innovation and zones economic growth. By analyzing mediating effect of organizational learning, organizational learning is part mediating effect for innovation to influence high-tech zones economic growth. Innovation’s influence on high-tech zones economic growth is not entirely through organizational learning, innovation has direct effect on high-tech zones economic growth. The influencing path of national high-tech zones innovation on regional economic growth is innovation influences zone economic growth, and then zone economic growth influences mother cities’ economic growth. The national high-tech zones innovation influences mother city economic growth by zones economic growth as main intermediate variable,innovation makes the national high-tech zones become regional economic growth poles, the impact of national high-tech zones on the mother cities’ economic growth is to produce radiation effect through zones economic growth.
