A Study On The Purchase Of Insurance Services By Local Governments

As the most effective means to disperse and mitigate losses and risks of agricultural disasters,agricultural insurance has become a key component of agricultural support and protection policy system in many countries and region.The natural risks encountered in agricultural production bring loss risks to farmers,new agricultural operators and other agricultural production participants.The use of agricultural insurance can effectively disperse and transfer,and the compensatory nature of insurance can help the damaged subjects obtain the funds needed to restore agricultural reproduction in time,and also play a positive role in promoting the healthy development of rural economy.In recent years,Yunnan provincial governments at all levels have achieved remarkable results in the process of promoting agricultural insurance,but at the same time,they are also facing problems such as imperfect management system and inadequate cultivation of market players.This paper will make a detailed analysis of the current situation and existing problems of Yunnan local government's purchase of agricultural insurance through literature research,case study and comparative analysis,draw lessons from the operating characteristics of foreign agricultural insurance development models,explore the ways to participate in commercial insurance and improve the operational efficiency of agricultural insurance,and put forward that China should adopt a government-supported business model.It provides valuable reference for the core development mode of agricultural insurance in China and for the development of more local governments to purchase public insurance services.Based on the analysis of the problem of local government purchasing insurance services,this paper puts forward that on the one hand,local governments need to improve the"top-level design”of agricultural insurance organization system,such as establishing special legislation of local agricultural insurance,ensuring the rationality of market access system,establishing effective supervision mechanism and perfecting market operation mechanism.On the other hand,we need to adjust local economic and financial policies in time,increase support for agricultural insurance,enhance the training of market participants,and strengthen the construction of agricultural insurance infrastructure platform to enhance the role of agricultural insurance in disaster mitigation and prevention of agricultural risks,so as to effectively use agricultural insurance to protect agricultural production and ensure agricultural reproduction after natural disasters.Restoring and stabilizing farmers'income,promoting the peaceful living and working of rural residents and the healthy development of rural economy.
