| In February 2013,the Central Document No.1 issued by the Chinese government pointed out that the work of land confirmation registration and certification should be carried out in an all-round way,and that it should take five years to complete the work of land confirmation,that is,by 2018,the work of land confirmation in China should be basically completed.In January 2015,"opinions on rural land expropriation,market entry of collectively operated construction land and pilot work of housing land system reform" pointed out that registration and certification of rural land contracting should be done well.It also puts forward a more standardized way to confirm the right of agricultural land,and detailed requirements to further expand the scope of the pilot project of confirming the right of rural land.In May 2015,President Xi Jinping gave important instructions on land transfer.He emphasized that the only way for modern agriculture is to carry out land transfer and large-scale management in various forms.It can be seen that the basic work of the central government of our country is centered on solving the problems of "agriculture,rural areas and farmers".All its work in rural areas is to safeguard the rights of farmers' land and protect the property rights of farmers' land.The confirmation of the right to land contractual management can better protect the rights of farmers,better safeguard the contractual relationship of rural land,and improve the level of agricultural modernization in China.Agricultural land transfer is of great significance to increase farmers' income,increase agricultural production,promote agricultural scale management,enhance agricultural productivity,and even ensure food security in China.At present,the work of confirming the right of rural land in China has been basically completed.It is of great significance to analyze the influence of the system of confirming the right of rural land on farmers' willingness to transfer land.To a certain extent,it can judge the impact of this work on agriculture,rural areas and farmers,and has certain reference value for the next reform of rural land in China.In this paper,the farmers' land transfer under the background of land rights recognition is taken as the starting point,through field investigation and visits,the farmers' willingness to transfer land is understood.Through theoretical and empirical research,the influence of rural land right confirmation on farmers' willingness to transfer is analyzed,and the corresponding conclusions and countermeasures are put forward according to the results of the analysis.The full text is divided into five parts.The first part is the introduction,including research background,research purpose,research significance,research methods and related research at home and abroad.The second part is an overview of the related concepts and theoretical basis of rural land transfer.This part explains the concepts of rural land,land circulation,right of contractual management of rural land and the relationship between right of land confirmation and land circulation,and expounds the relevant theories of this paper.The third part is the theoretical analysis of the influence of the confirmation of rural land rights on the willingness to transfer land,including the analysis of the influencing factors of the willingness to transfer land and the impact of the confirmation of rural land rights on the willingness to transfer land.The fourth part is an empirical study on the impact of land right confirmation on the willingness of land transfer,including the source of data,the selection and description of variables,the establishment of models,and the empirical analysis conclusions based on the Logistic model on the influencing factors of farmers' land transfer.The fifth part is conclusions and suggestions.According to the conclusions drawn from the analysis,this paper explores the countermeasures to increase the effect of land transfer under the current background. |
