Infrastructure projects have long construction cycles and large amounts of funds.They rely solely on government investment.The funding gap is growing,and infrastructure projects are slow to build,making it difficult to adapt to the rapid growth of the national economy.The PPP model can alleviate the pressure on government investment and improve the quality and efficiency of public services under limited funds.After reading the relevant literature of a large number of PPP projects,collecting and collating the financing materials of PPP proj ects,the review part of the paper was completed.In the first chapter,the background,significance,research status at home and abroad,research content,and common research methods of PPP project are expounded.In the second chapter,the characteristics of PPP project related theory and financing of PPP proj ects are described.In the third chapter of the thesis,from the three aspects of government,private partners and creditors,the evaluation indicators of PPP project financing plan are preliminarily designed.To obtaining a PPP project financing program evaluation index system through combining with expert interviews,listening to expert opinions,modifying a small number of indicators.The nouns are explained by the indicators.The application decision-making laboratory method(DEMATEL)analyzes the logical relationship between the indicators and elements,paving the way for the case study of the financing scheme.In the fourth chapter of the thesis,the analytic hierarchy process is used to score the experts' evaluation index of the financing plan and convert it into a digital matrix.The MATLAB software is used to process the data of the scoring matrix,and the corresponding weights of the first and second index elements are obtained.The following section introduces the relevant theory of the cloud model.In the fifth chapter of the thesis,four sets of schemes are designed for the financing of a light rail T2 line project.According to the bilateral constraint formula in the cloud model theory,experts are invited to conduct a questionnaire survey to score four sets of financing plans.The scoring data is normalized and programmed,and the data is drawn out by cloud programming.The four sets of financing plan cloud maps are compared in the standard cloud map of the golden section rate method to find the optimal plan.The four sets of schemes are traded off the ranking values,and four sets of schemes are compared.The conclusions of the two different comparison methods are consistent.In the sixth chapter of the thesis,it is feasible to apply the cloud model theory to the evaluation of the PPP project financing plan.While enriching the financing scheme theory,it also provides a set of scientific financing scheme evaluation methods for private owners.Finally,some prospects for the cloud model theory evaluation of PPP proj ect financing have been made.
