As an important and basic energy resource, coal in our country is the guaranteewhich maintains the long-term rapid and stable economy development. So makingsure of the coal market running smoothly and achieving the reasonable control of thetotal coal consumption are the top priority that ensures the coordinated andsustainable development of national economy. However, now lots of issues come out,just like excessive exploitation of coal resources, worsening ecological environmentin mining area, excessive pursuit of economic benefits because of ignorance ofenvironmental costs, etc. Therefore, building a reasonable coal construction projectevaluation system is the important way to solve the above problems. Especially afterthe idea of "inclusive development" is presented, it is extremely necessary to establishcoal construction project evaluation system in line with national policy with thecombination of the inclusive development thought and sustainable developmentconcept.Based on the above considerations, the coal construction project evaluation isdesired to be a comprehensive system involving economic factors, social factors,resource factors and environmental factors, with the direction of comprehensive andcoordinated development as the guide-line. Economy should be increased for thesocial progress and the improvement of people’s life, as well as for the coordinateddevelopment of economic growth and ecological environment protection, but notsimply for pursuit of GDP growth.On the basis of the analysis of the existing coal construction project evaluationtheory and methods, through the comprehensive and systematic analysis of thecharacteristics and the construction guideline of coal construction project evaluation,this paper determines the coal construction project evaluation system in line with theinclusive development idea and sustainable development concept. The cloud modelcharacterized by qualitative and quantitative conversion is used to establish amathematical model to evaluate and analyze the construction project in Baishupo CoalMine in China’s Inner Mongolia as an example. The purpose of this study is not onlyto find in the feasibility study whether the proposed project is favorable or not toeconomy, society, resources and environment, but also to achieve rational coalexploitation and inclusive development. It not only decides whether the proposedprojects are feasible and compares the projects to be selected, but also provides a scientific method for making investment decisions and screening programs.
