Research On The Construction Of Public Service Platform For Small And Medium-sized Enterprises In Shanghai Under The Concept Of "all-round Balance"

As an important part of the national economy,small and medium-sized enterprises play an irreplaceable role in ensuring social employment,promoting scientific and technological innovation and enhancing regional economic strength.However,under the double test of insufficient international market demand and increasing downward pressure on domestic economy,the development of small and medium-sized enterprises in China is faced with a series of difficult problems,such as shortage of capital,shortage of labor and rising cost.Small and medium-sized enterprises have natural disadvantages in terms of scale,capital,management and technology.It is difficult to solve these difficulties completely by relying only on their own strength or market regulation.Therefore,they need the government to provide public services.In recent years,the Party Central Committee and the State Council have attached great importance to the development of small and medium-sized enterprises and issued a series of policies to support them.Local governments have also placed small and medium-sized enterprises in a very important position.The construction of public service platform for small and medium-sized enterprises is an important means.From2011,the state financial fund began to support provinces(municipalities,autonomous regions and cities under separate planning)to build a network of public service platforms for smes in batches.Shanghai is one of the first batch of pilot cities.With the increasing promotion and support from the government to the public service platform for smes,smes can enjoy more convenient policies and services.However,due to the late construction of the public service platform for small and medium-sized enterprises in China,many regions are still in the exploratory stage,so there are still many problems in the construction and operation of the platform.By studying the public service platform of small and medium-sized enterprises in Shanghai,find out the problems and analyze the reasons behind them,which can help provide optimization Suggestions for the construction of the platforms and provide reference for the construction and development of other service platforms.Therefore,the author takes the public service platform of small and medium-sized enterprises in Shanghai as the research object and adopts the research theories and methods of public management,studies the network layout,relatedpolicy support status,types and operation modes of the public service platform for small and medium-sized enterprises in Shanghai,summarizes the problems in the process of platform construction and analyzes the reasons behind them.Taking Shanghai enterprise service cloud as an example,this paper studies the construction background,construction overview and innovation effect of Shanghai enterprise service cloud through field investigation,interview and symposium,and puts forward the concept of "bottom-line balance".Finally,the author puts forward the construction path of the public service platform for small and medium-sized enterprises in Shanghai under the concept of "bottom-line balance" from five aspects: the change and improvement of the government's administrative concept,the increase of government support,the improvement of platform management mechanism,the integration of effective social resources and the improvement of service enterprises' ability.
