As the main body of market economy, small enterprises are playing an irreplaceable role in the development of national economy. The market-oriented public service platform for small and medium-sized enterprises supplies services to small and medium-sized enterprises through the entity set up by the non-government organizations, including enterprises, chamber of commerce and industry association and intermediary organizations. In order to fully implement the principles of deepening reform and opening up in an all-around way, actively adapt economic new normal, deal with the common problem that small and medium-sized enterprises are faced with, like the lack of public services, difficult access to funds, weak capability of independent innovation, and backward construction of modern enterprise system. Therefore, it is necessary to construct a platform system for the public service of small and medium-sized enterprises.The paper, on the basis of previous studies, uses the case study method, literature research method and normative study method, and makes a comparative analysis of public service platform system at home and abroad. The paper also summarizes the characteristics, advantages, disadvantages and the function of the market-oriented public service platform, and makes a further study of some typical examples of this kind of platform in Fujian province. On the basis of the above research, the paper puts forward the policy design and makes the arrangement for the overall thinking, strategic objectives, basic framework and system composition of the system. The paper gives the following seven suggestions:a joint session of public service system should be established; the overall design should be strengthened; the key platform construction should be concentrated on; the private capital construction platform should be promoted; the pace of the government’s purchase of public services should be speeded up; the way and efficiency of the financial funds should be optimized; and the propaganda for the platform system should be strengthened. Meanwhile, the paper also puts forward the following three optimizing supporting measures:firstly, social organizations with service function should be actively developed; secondly, large databases related to the service of small and medium-sized enterprises should be set up; lastly, the promotion of service coupons mode should be explored.
