A Study On The Monetized Resettlement Of Shantytown Reconstruction In Zhengzhou

As an important livelihood project,the construction of resettlement houses in shantytowns has entered the fast lane since 2005.Over the past decade,with the efforts of the government,the living standards of residents and the overall urban outlook in the original shantytowns have been greatly improved and optimized.The effect of shantytowns transformation is obvious.Shantytown reconstruction is a systematic work,involving all aspects of the content,among which the first is the resettlement and compensation work of the demolition masses,which is related to the direct interests of individuals.At present,urbanization is in full swing in all parts of our country,which inevitably requires a large number of shanty towns to be rebuilt,which requires government departments to actively solve the problem of resettlement compensation in this process,which has profound significance for the rapid realization of urbanization in our country.Zhengzhou needs further expansion in the construction of National Central city,focusing on the construction of Zhengzhou metropolitan area,striving to promote the transformation of shanty towns and improve the level of urbanization in Zhengzhou.It is an effective way to speed up the transformation of shantytowns under the new situation to vigorously implement monetary resettlement in shantytowns transformation.Based on the investigation and study of the specific implementation of the monetization policy of shantytowns in Zhengzhou during the process of building the central city of the country,this paper adopts the methods of empirical analysis,comparative study,social investigation and literature analysis,and according to the latest guiding policies at the national level,deeply analyses the lag of the resettlement policy and the compensation policy in the monetization and resettlement of shantytowns in Zhengzhou.There are many problems,such as big gap,difficulty in raising funds,high cost of resettlement,conservative concept of the expropriated and difficulty in promoting.The reasons for these problems are summarized,such as imperfect policies,great difficulties in implementation,serious shortage of funds sources,great local financial pressure,inadequate publicity and high cost of implementation.On the basis of this,the excellent experience of some regions is actively used for reference,and the tools of Zhengzhou are combined.Based on the current situation of shantytown reconstruction and the latest national guiding policies,this paper puts forward some suggestions on how to scientifically formulate compensation standards for monetized resettlement,make overall plans for cross-regional monetized resettlement policies,improve various preferential policies for monetized resettlement,broaden financing channels,and formulate funds for demolition and resettlement according to local conditions.Suggestions and countermeasures such as fund investment and financing policy,government group purchase of commercial housing,reasonable propaganda and guidance,research and formulation of the policy of converting resettlement housing into commercial housing,accelerating the construction of resettlement housing to ensure the basic living housing of the masses,etc.,will scientifically and effectively promote the monetized resettlement of shantytowns in Zhengzhou.
