Social Assessment Of Poverty Alleviation Factory Project From The Perspective Of Taking Targeted Measures In Poverty Alleviation

Since the 18 th National Congress of the Communist Party of China,the new central leadership group with Xi Jinping as general secretary has been far-sighted.He has adhered to the basic strategy of poverty alleviation,and has mobilized all sectors of society to upgrade the work of poverty alleviation to a new historical height of governance,and to lay a solid social foundation for achieving Two Centenary Goals as scheduled.At the end of 2015,the CPC Central Committee and State Council issued the "Decision of the CPC Central Committee and State Council on Winning the Battle Against Poverty".In the "Decision",specific measures for poverty alleviation were identified.The top two are the development of Industrial poverty alleviation and employment poverty alleviation.Soon,Anhui Province also issued the "Decision about winning the Fight against Poverty".The document emphasizes the need to vigorously promote the ten major projects for poverty alleviation.The top two are also the industry poverty alleviation and employment poverty alleviation projects.It can be seen that the industry poverty alleviation and employment poverty is the fundamental means to solve the survival and development,and is an important measure to win the fight against poverty.As an organic unity of industrial poverty alleviation and employment poverty alleviation,the poverty alleviation factory was first explored and gradually improved in Shandong Province,and was collectively studied and promoted by the Political Bureau of the CPC Central Committee as a typical case of poverty alleviation,and poverty alleviation factory projects began to be launched all over the country.As a public project invested by the government,the poverty alleviation factory project plays a huge role in adjusting the local industrial structure and solving the employment of the masses.In the past,the research objects of social assessment of public projects were mostly infrastructure and public welfare projects.The social assessment research aimed at poverty alleviation projects was relatively scarce,and the social evaluation research on poverty alleviation factory projects that appeared in recent years was even rarer.This paper attempts to provide a theoretical guideline and technical reference for the social evaluation of poverty alleviation factory projects by studying the theoretical framework and indicators of social evaluation for public projects such as poverty alleviation projects.Based on the above considerations,this paper has conducted in-depth research on the poverty alleviation factory project from the perspective of taking targeted measures in poverty alleviation.The first is to comprehensively expound the research background and significance,and summarize the research status of socialevaluation at home and abroad,and introduce the research methods,ideas,contents and innovations of the project social evaluation in detail.The second is to expound the theory of taking targeted measures in poverty alleviation and the theory of project social evaluation,and to summarize the social assessment of poverty alleviation factory projects from the perspective of taking targeted measures in poverty alleviation.The third is to select the three key influencing factors of social impact,social adaptability and social risk to construct a social assessment index system for poverty alleviation factory projects from the perspective of taking targeted measures in poverty alleviation.Based on summarizing and evaluating various evaluation methods,according to the social assessment of poverty alleviation factory projects Characteristics,the final selection of fuzzy level comprehensive evaluation method.The fourth is to conduct empirical research on the poverty alleviation factory project in Shouxian County,and use fuzzy comprehensive evaluation to conduct social evaluation,and give corresponding countermeasures and suggestions according to the evaluation results.The innovation of this paper is that the social assessment index system of poverty alleviation factory project is constructed,and based on the empirical research results,the countermeasures and suggestions for improving the work of poverty alleviation factory are put forward.It is of certain significance to promote the healthy development of poverty alleviation factory projects and enrich the social assessment theory of poverty alleviation factory projects.
