Study On Benefit Sharing Mechanism Of Tourism Poverty Alleviation In The Paradise Village Area Of Dabie Mountain

Poverty has always been a major obstacle to Chinese economic and social development.Eliminating poverty and improving people's livelihood are essential requirements for socialist development.In China,poverty alleviation work began in the 1980 s,which was gradually explored and recognized in practice.At present,Chinese poverty alleviation has entered a crucial period of overcoming difficulties.In order to achieve the grand goal of building a moderately prosperous society in all respects by 2020,China has adopted a variety of measures and programs,such as poverty alleviation through education,finance and industry.Among them,tourism,as a sunrise industry of Chinese economic development,has unique advantages in promoting economic development in poor areas and promoting poverty alleviation and prosperity of the poor population.Tourism poverty reduction has become an important measure of anti-poverty.However,in some remote mountainous areas of China,due to the differences in economic development,natural conditions and population quality,the poverty alleviation work of tourism still faces many challenges.Especially in the contiguous poverty-stricken areas on the edge of provinces,different provinces fail to reach an agreement on the utilization and sharing of tourism resources,resulting in unclear effects of tourism poverty reduction.In view of above,this paper takes the paradise village area as a case study to discuss the benefit sharing mechanism of the contiguous poverty-stricken areas on the provincial edge in the tourism poverty reduction work.Located in the heart of the contiguous poor area of Dabie mountain,the area of paradise village is located at the border of Hubei province and Anhui province.The area covers roughly Luotian county of Huanggang city,Hubei province,Yingshan county and Jinzhai county of Lu 'an city,Anhui province.This area is the most extensive area of the deepest poverty in the contiguous poverty-stricken area of Dabie mountain.In recent years,with the vigorous progress of national poverty alleviation work,the poverty reduction work of the paradise village district has achieved initial results.However,due to various reasons,poverty still hinders the economic development and social progress of the district.The area of paradise village rich in tourism resources and lag behind the current situation of poor form sharp contrast and contradictions,in order to better realize the goal of poverty reduction in the area,to realize regional interests sharing,this study take paradise village area as the research exemple to analysis the tourism poverty alleviation situation in the area,using literature method,interview method and field survey method to build tourism benefit sharing mechanism of poverty alleviation.This study uses the theory of space poverty,community participation theory,stakeholder theory and sustainable tourism theory as the theoretical basis of research,and at the same time,this study analyzes the participation elements,value concept,content composition and structure of benefit sharing,constructing the theoretical framework of interest sharing mechanism.Based on the value of rural resources in povertystricken areas,with the active participation of rural residents as the core,the help of external forces as the driving force,internal and external supervision as the guarantee,through the joint efforts of endogenous forces and external forces,top-down and the integration of bottom-up poverty reduction methods to achieve regional benefit sharing and promote sustainable livelihoods and rural revitalization of local residents.Based on the actual situation of paradise village area,the poverty status and poverty characteristics are discussed.By analyzing the obstacles of local interest sharing and the basic conditions of the advantages of tourism poverty alleviation,it is proposed that the benefit sharing of paradise village area needs to be realized through external cooperation and internal symbiosis.External cooperation is mainly reflected in building infrastructure,shaping the overall image and building regional synergies.Internal symbiosis needs to be achieved by reviving rural values,actively participating in residents,and strengthening interest monitoring.
