Research On The Development Plan Of Beijing Flower Industry During "13th Five-Year"

During the period of 13th Five-Year,the atmosphere of Beijing flower industry changed significantly.There are many great opportunities for the development of Beijing flower industry,for instance,the construction of "Beautiful China",implementation of Beijing-Tianjing-Hebei Cooperation Strategy and the International Horticultural Exposition 2019 which will be held in Beijing,it has been a critical period of restructuring and transformation of Beijing flower industry.At this time,it's very necessary to study the development plan of Beijing flower industry to provide scientific guidance during the period of 13th Five-Year.This paper summarized the current situation of the development of Beijing flower industry by reading the references,researching the flower companies and consulting experts including 23 flower industry management departments,100 typical flower enterprises and 20 sessions.Based on the studies,it came up with the development plan of Beijing flower industry during the period of 13th Five-Year.The conclusions are as follows:(1)The development of Beijing flower industry should place extra emphasis on the construction of scientific research innovation and flower culture,and also adjust the production contents to strengthen the core functions of Beijing as the capital.And the definite ideas of these two key construction projects are also based on the development advantages of Beijing flower industry in Beijing-Tianjin-Hebei region.(2)There are many ways to maintain the status of the Flower Science and Technology Innovation Center,Northern Modern Flower Trade Center and China Flower Cultural Center of Beijing.First,the development of Beijing flower industry should be based on the current situation.Second,it's critical to strengthen the construction of flower industry innovation,market and floral culture to improve flower production efficiency and flower product quality.Third,it needs to promote the industry integration to extend the chain of flower industry.(3)There are four development principles of Beijing flower industry.Firstly,give priority to develop the seed and bulbs with independent intellectual property rights and market prospects,the native plants which have a wide range of adaptability and tailor for the needs of consumers in market as well as the flowers which are produced by the application of clean energy technology should be the direction of production and innovation of flowers,Secondly,focus on developing the flowers which can be used in the urban construction and beautification,urban key project construction,large-scale activities,residents' daily life,flower theme gardens and urban flower fields,or with edible,medicinal,health and other functions.Thirdly,develop with a steady pace to the pot flowers and fresh cut flowers which formed regional characteristics.Lastly,restrict the development of flower productions which can ruin the environment and waste energy.(4)Flower production layout:each specific region should rely on the existing flower production leading enterprises and the main flower townships to carry out flower creative service promotion,tourism and leisure tourism.Eventually,form the "one circle and one strip" flower production situation and "distinctive,three production integration,radiation national" production positioning."One circle"means Beijing plain suburbs while "one strip" means Yanqing District,Miyun District and other alpine areas of cold flower production area.Flower production focuses on the application of innovation and cultural achievements,promotion and demonstration.(5)The native plants which have a wide range of adaptability and tailor for the needs of consumers in market should be the direction of production and innovation of flowers.Meanwhile through combining the virtual market and physical market to build a multi-level flower circulation network system.And there are many effective methods to inherit flower culture by constructing the flower culture demonstration bases,applying for the intangible cultural heritage of flowers and organizing variety of activities and exhibitions.Based on the investigation about Beijing and neighboring provinces flower industry,evolving scheme of flower industry in the new situation is submitted.And the layout and development goals for 2016-2020 Beijing flower industry are established.Meanwhile,a series of safeguard measures are put forward to make sure the healthy and orderly development for Beijing flower industry.Overall,this research can provide theoretical and data support for the development plan for Beijing flower industry during the period of 13th Five-Year.
