Under the background of the new economic normal,the characteristic town is one of the important strategies for China to break through the bottleneck of urbanization construction and realize industrial transformation and upgrading.Since the development of special towns in China in 2016,the country has entered a boom in the construction of characteristic towns.However,with the development and construction of many projects,some characteristic towns have problems such as blind follow-up and real estate,and the central government has issued opinions to strictly control the number and quality of characteristic towns.In this context,before making a decision on the investment in a characteristic town,a scientific analysis will be used to make a comprehensive analysis of the financial feasibility of the project.On the one hand,it can prevent blind development of small town projects^on the other hand,it can control characteristics.The quality of town construction is of great significance to promoting the development of new urbanization.This paper takes the county-level cultural and ecological characteristic town project as the research object.Firstly,based on the financial management and risk management theory,the paper summarizes the principles and steps of domestic and foreign literature and financial feasibility analysis,and systematically expounds the project.Indicators and calculation methods commonly used in feasibility evaluation.Secondly,this paper uses case study method,taking the county township project as an example.After estimating the financial data of the project,it selects the indicators and analysis methods that meet the project conditions,respectively,from the project market,finance and uncertainty.Analyze and use this as a basis to draw conclusions on project financial feasibility.At the same time,the idea of quantitative and qualitative analysis is also reflected in this paper.The qualitative analysis method is applied in the market and risk analysis to summarize the project market conditions and risks;the quantitative analysis method is applied in the financial analysis,that is,the calculation and evaluation of financial indicators.Through analysis,this paper considers that the county towns with special characteristics have great market potential,strong anti-risk ability,good profitability and good living conditions,and are financially feasible.At the same time,the project is also facing the risk of large fund-raising pressure,insufficient solvency,marketing pressure and lack of management experience.This paper proposes to introduce PPP model to alleviate financial pressure,formulate reasonable debt planning,improve marketing network and improve The recommendations for the quality of management personnel,in order to reduce project risks and avoid investor losses.
