As a normal form of enterprise operation,no matter what kind of strategic planning the enterprise implements,it needs projects to support and realize.As the core resource to accomplish the project goal,the allocation level of project human resources directly determines the effect of the project goal,and is also the key link of the project's ultimate success.The high-end equipment manufacturing industry is a strategic industry for China to enhance industrial competitiveness,transform the mode of economic development,and realize the transformation from a big manufacturing country to a powerful country.Its project construction has the characteristics of large-scale,technicalization,complexity,large investment and long cycle.These characteristics put forward higher requirements for the development and allocation of human resources,incentive and restraint and effective management of the project.Traditional methods of project human resources management have been difficult to meet the actual needs and need to be changed urgently.How to improve the allocation and management level of project human resources is an important issue facing the survival and development of enterprises under the new normal economy.Based on this,this paper takes the application of human resource allocation in enterprise project management as the research object,combs the related concepts and theories,combines the actual operation of SY Blower Group's new product development project,and deeply analyses the problems and shortcomings of human resource allocation in project management,use the theory and practical tools of project human resource allocation to get the improvement plan,and finally evaluate the effect of the implementation of the plan.These successful experiences and management tools have reference significance and reference value for the research of project human resource allocation theory of similar projects of high-end manufacturing enterprises in China.This paper takes SY blower group new product development project as the case object,and systematically studies the project human resource allocation and management.The research idea of this paper is "concept definition-theory combing-current situation investigation-problem analysis-path transformation-effect evaluation-conclusion outlook".Based on this,first of all,this paper defines and combs the relevant concepts and theories.On the basis of the research on the background significance of the topic and the current research situation at home and abroad,it focuses on the related concepts and theories of project human resources management,the main contents of project human resources allocation and management,and provides theoretical support for the full text research.Secondly,on the basis of introducing the overall situation of SY Blower Group's new product development project,this paper analyzed the current situation of project human resources management,emphatically analyzed the existing problems,and combined with the characteristics of high-end manufacturing projects and the innovative requirements of project human resources,and provides theoretical and practical basis for the redesign of human resource allocation and management scheme of the later project.Thirdly,on the basis of the above work,the improvement scheme of human resource allocation and management of SY Blower Group's new product development project is put forward,and the specific implementation path is defined.Finally,the paper evaluates the implementation effect of the human resource allocation and management improvement plan of SY Blower Group's new product development project.By comparing the operation effect of the project before and after the improvement,the effectiveness of the project human resource allocation and management improvement plan is analyzed.
