Research On The Cost And Income Of Citizenization Of Agricultural Transfer Population In Jilin Province

With the gradual advancement of agricultural modernization and the continuous improvement of agricultural labor productivity,more and more agricultural surplus labor flows to cities and towns.The number of agricultural transfer population in Jilin Province is increasing,and the level of urbanization of household registration population is growing as well.The pressure on the current and future cost of urbanization of the transfer population has increased,and the expected benefits of urbanization of the agricultural transfer population are also considerable.Under the background of the central government and the provincial government of Jilin Province paying more and more attention to promoting the urbanization of the agricultural transfer population,this paper is based on the reality of the current low personal income of the agricultural transfer population in Jilin Province,the high medical and health costs of the citizenization,the heavy cost of education,the analysis of its causes are the hindrance of the policy system,the self-cause of the agricultural transfer population,and the characteristics of the work of the agricultural transfer population.On this basis,constructing appropriate measurement models and indicator systems for Jilin Province to measure and analyze the cost and benefit of the urbanization of the agricultural transfer population,so as to have a relatively intuitive and scientific quantitative estimate of the cost and benefit of the urbanization of the agricultural transfer population in Jilin Province.Finally,based on the perspective of cost and benefit analysis,giving the countermeasures and suggestions for the urbanization of agricultural transfer population to provide a scientific basis for rationally promoting the urbanization process of agricultural transfer population in Jilin Province.The core content of this paper is to use the cost-benefit analysis method to construct the total cost model of citizenization,the total income model of citizenization and the net income model of citizenization to measure and analyze the cost and benefit of the urbanization of agricultural transfer population in Jilin Province.The results show that: The growth of government,business and personal income depends on the increase of per capita disposable income.Therefore,it is necessary to increase the per capita disposable income of the agricultural transfer population from the two perspectives of increasing income and reducing expenditure.Second,in the process of the citizenization of the agricultural transfer population in Jilin Province,the government bears nearly one-third of the cost,but its income only accounts for 14% of the total income of the citizens.However,the company has achieved a 44% benefit while it is less than the cost of the government.The cost of part of the government should be transferred to the enterprise in a scientific and rational way,so that the cost of citizenization of the agricultural transfer population should be reasonably shared,and the process of urbanization of the agricultural transfer population should be promoted.Third,the individual of the agricultural transfer population will also benefit a large part of the net gains from the process of citizenization.As agricultural deposit interest income is an important part of personal income of the agricultural transfer population,protect the interests retained earnings of the rural agricultural work will further enhance the willingness of its citizenization.Finally,the author puts forward five countermeasures and suggestions for promoting the citizenization of agricultural transfer population in Jilin Province: First,promote the full employment of agricultural transfer population in Jilin Province,increase the per capita disposable income of agricultural transfer population,and promote personal and enterprise’s income.The increase in profits will in turn increase government revenues,thereby achieving the common growth of government,business and personal income.Second,it will promote the solution of the medical health problems of agricultural transfer population in Jilin Province,reduce the cost and increase the per capita income of agricultural transfer population.At the same time,improve the physical quality of the agricultural transfer population so they can play a greater role in social and economic development;Third,speed up the education of the children of the agricultural transfer population in Jilin Province,and reduce the education expenses of the agricultural transfer of the population to increase their per capita disposable income,solve the worries of the agricultural transfer population and reserve talents for future economic development,and promote the long-term development of the future social economy of the town;Fourth,introduce social capital to participate in infrastructure construction,reduce the government’s fiscal expenditure in the process of citizenization,and increase the cost of citizenization for the burden of the industry reasonably,to achieve the sustainable development of the process of democratization of the agricultural transfer population;Fifth,protect the rural retained rights of the agricultural transfer population,increase the per capita disposable income of the agricultural transfer population,and promote the transfer of agricultural population into the city to achieve citizenization.
