Presently, many small and medium enterprises (SMEs) in our country have to face the facts that the evaluation of training effectiveness is hard to carry out, the result of evaluation is unscientific or inaccurate, and so on. However, all these problems are resulted from the lack of a systematical and practical training effectiveness evaluation index system. Aiming at the management training, one kind of trainings which is comparatively important to companies and whose objectives are usually similar, this paper makes efforts to design an evaluation model of management training effectiveness which suits to SMEs, in order to help them evaluate management training effectiveness more scientifically and accurately, provide useful information to other management decisions, facilitate them to realize the importance of training effectiveness evaluation, and promote the performance of training management to a higher level consequently.The research methods this paper uses are both qualitative study and quantitative study. The paper summarizes theories on training effectiveness evaluation and several relative models, compares the characteristics of these existent models, and analyzes the advantages as well as disadvantages of hierarchy models firstly. And then, based on the collection of the existent indexes and the interviews with experts, it makes an empirical study of SMEs in Pearl River Delta to build a management training effectiveness evaluation model which contains two levels, six sorts of factors and twenty-two indexes. In order to improve the practicability and the maneuverability of this model, the weight of each factor and each index is distributed by using AHP. With these efforts, the complete model is established. Moreover, it carries out a case study by using fuzzy comprehensive evaluation method to discuss the application of this model. Finally, it sums up the conclusions. And then considering the process and the methods of this research, it brings forward the deficiencies and prospects the trends of further study.
