Current Situation And Countermeasure Analysis Of Farmer Farmland Transfer In Wuyi County Of Hengshui City

The report of the Nineteenth National Congress of the Communist Party of China clearly points out that "consolidating and perfecting the basic rural management system,deepening the reform of rural land system,perfecting the system of separation of three powers of contracted land,maintaining the stability and long-term stability of land contracting relationship,and extending the second round of land contracting for another 30 years after its expiration".This shows that the farmland contract relationship will continue unswervingly.If we want to develop agriculture vigorously,promote intensive management of agriculture and realize agricultural modernization,we must attach importance to the smooth progress of farmland transfer.On December 29,2018,the Standing Committee of the National People's Congress adopted the newly revised Rural Land Contract Law of the People's Republic of China,which incorporates the separation of ownership,contractual rights and management rights of cultivated land into the law,which will surely be more conducive to the promotion of the transfer of cultivated land.At present,the overall transfer rate of the whole country has exceeded 35%,but there are many problems,such as small transfer range,irregular transfer process and many contradictions and disputes after the transfer,which seriously hinder the smooth progress of the transfer of cultivated land.By the end of 2017,the rate of cultivated land transfer in Hebei Province had reached 35.7%,and the area of cultivated land transfer in Hengshui City had reached 3.422 million mu,with the rate of 43.65%.However,the rate of cultivated land transfer in Wuyi County was only 10%,which was seriously below the average level.Therefore,this paper takes Wuyi County of Hengshui City as the research object,through the study of the current situation of cultivated land transfer,found the common problems,analyzed the causes and put forward relevant suggestions.Based on the analysis of the concepts of land contractual management right,the separation of three powers and the transfer of cultivated land,the author uses the theory of institutional change,the theory of peasant household behavior and the game theory to analyze the problems.The specific research process is as follows: According to the geographical,economic and cultural factors of Wuyi County,three representative townships and six peasants are selected.The rural households in Wuyi County,as the research object,obtain research data through field visits and questionnaires,and use charts to make statistics.According to the statistical results,it is found that the problems urgently needed to be solved in the current farmland transfer in Wuyi County are as follows: farmers have one-sided understanding of farmland transfer;the transfer process is not standardized and prone to contradictions and disputes;the market mechanism is imperfect and lack of intermediary organizations to guide;and the government's propaganda Insufficient degree,imperfect rural social security system,etc.In view of the above problems,countermeasures and suggestions are put forward.To solve the problem of farmland transfer in Wuyi County,we must give full play to the respective advantages of the government and the market.Therefore,the optimal combination of the dual mechanism of the government and the market plays an important role.First,give full play to the guiding role of the government,including: increase publicity and supervision,ensure the standardization of the transfer process,reduce the generation of contradictions after transfer;actively guide the development of secondary and tertiary industries,promote the transfer of surplus arable land;reasonably control the scale of transfer,reduce operational risks;carry out in-depth training of new vocational farmers to inject fresh blood into agricultural production;and then play a role in the market.To play a decisive role,we should give full play to the role of transfer platform,ensure the smooth flow of information and broaden the way of farmland transfer;improve the farmland evaluation institutions to ensure the openness,fairness and unity of the farmland transfer market;finally,we should establish a farmland transfer system,strengthen incentive mechanism,and give financial and technical subsidies;improve the rural social security system,reduce farmers' dependence on farmland;New and perfect legal services,enhance farmers' legal awareness,and prevent farmers' rights and interests from being damaged.
