Research On Financing Risk Management Of PPP Project In A County Science And Technology Expo Center

The construction of PPP project can expand the investment and financing channels of social capital for public projects,promote the whole society to participate in the construction and operation of public goods and services,and also solve the difficulties of limited government financial resources.With the support of policy,local governments in China have launched a large number of PPP projects,but some of them have difficulties in financing and repayment,and there are few studies on the financing risks and effective management of PPP projects in China.PPP project is a new thing with a short history in China.It is a project management company established by social capital and government units.The financing of PPP projects by project management companies is not only restricted by the credit,self-financing,management ability and repayment ability of social capital investment enterprises,but also affected to a certain extent by government cooperation units and project authorities.At the same time,the financing of PPP projects is also restricted by the national PPP management policies and regulations and under strict supervision.In order to prevent the financing risk of PPP projects,the central government of China has issued some financing management policies related to PPP projects in recent years to prevent the financing risk of PPP projects.According to the theory of risk management,risk management should be carried out in accordance with the standard process,and scientific and technological methods should be used to strictly control all kinds of risks.In this study,the PPP project of a County Science and Technology Expo Center was analyzed in depth according to the risk management process.Firstly,the risk sources of PPP project financing are investigated,and FTA fault tree method is used to identify the risk of project financing.They are: laws and regulations risk,local government support risk,enterprise own capital risk,financial market risk and enterprise credit risk,local government management risk,construction quality risk,construction cost risk and operation cost risk;and then AHP method is used to study and evaluate the financing risk of PPP project,and the three financing risks of high,medium and low level are determined..On this basis,this paper analyses and studies each financing risk one by one,and puts forward concrete measures to control the financing risk of PPP project of a County Science and Technology Expo Center by using various methods of risk controlling,so as to realize the scientific management of the financing risk of PPP project of a County Science and Technology Expo Center,minimize the financing risk of PPP project.
