Research On The Development Of Small Towns With Chinese Characteristics From The Perspective Of Stakeholders

The characteristic town originated in Zhejiang was first proposed in 2014 in Yunxi Town,Xihu District,Hangzhou.This model is to promote the local economic and social development.The Ministry of Housing and Construction announced the list of the first batch of small towns with Chinese characteristics,involving 127 people in 32 provinces on October14,2016.The National Development and Reform Commission stated in September2018 says that,based on the principle of “survival of the fittest”,some will be eliminated from the list of existing special towns and cities,including some residential land,some with high governmental debt,some with the potential destruction to the overall ecological environment.The development of a characteristic town can not be separated from the influence of "people" as builders,developers,and users.According to the impact,"people" are mainly involved in the construction and development of characteristic towns,that is,organizations,institutions,and individuals that directly or indirectly influence the development of characteristic towns,which will be analyzed as the main stakeholders.This paper will summarize and categorize the current research status and development of special towns at home and abroad,defines the stakeholders of the development of special towns based on stakeholder theory.And then it will use data from interviews with expert,that is,with university professors in related fields,the construction units,the chief engineers and senior engineers of the construction units,and the professionals of the consulting company,to identify four major stakeholders in the development of the characteristic town through interviews: local government,local companies,local residents,and consumers.Then through the survey to five different development orientation of the country's five special towns,through the data and results from the SPSS software,we will come to the main appeal of each major stakeholder.The comparison shows that there are contradictions and conflicts among the main stakeholders.By establishing a Game Theory model,this paper will analyze three groups of stakeholders: "local government and local enterprises","local government and local residents",and "local residents and tourists".Based on suggestions for promoting thedevelopment of characteristic towns from the perspective of major stakeholders,and with the efforts of other social organizations and individuals,the ultimate objective is to achieve the common governance of characteristic towns.
