With the gradual development of the land market,promoting the circulation of allocated land is conducive to the intensive use of urban land,establishing a fair,just and open land market.The replenishment of land transfer fees is very important for the fair distribution of equity after the land is allocated to the market.However,the national transfer compensation standard is not fully applicable to some small and medium-sized cities with special characteristics in the land market.Most of these cities do not have applicable land transfer fees.In order to speed up the allocation of land into the market in reasonable way,it is imperative to study suitable transfer system for the transfer funds for these city.Chengde City is located at the junction of the North China Plain and the Inner Mongolia Plateau,and the land price changes are more complicated.This paper compares and analyzes the allocated land price data of Chengde City in 2014,2016 and 2018,and studies its value-added distribution in the market.Using SPSS,Mapgis and Matlab software to revise the value-added model of land leasing,the most suitable land leasing for land value-added distribution in Chengde city is finally calculated and the most reasonable compensation method for land leasing in Chengde city is obtained.The main research contents and results are as follows:(1)The allocated land does not have complete land rights before entering the market.As the development of the land market makes the allocated land gradually enter the land market,it is of great significance to study the rights and interests of the allocated land.For dividing the land use right into commercial,industrial and residential uses,compensation should be adopted.(2)The rights and interests of the allocated land are mainly reflected in the price of the allocated land.Only when the power and power of the land change can the value of the land increase.The allocated land does not include value-added before entering the market,mainly the cost price.At this time,the cost method and the surplus method should be used to strip out the cost of the allocated land and obtain the price of the allocated land.This paper collects the data of Shuangqiao District,Chengde City,Hebei Province from 2002 to 2016,classifies the data areas by superposition method,and obtains the distribution of allocated land prices in 2014,2016 and 2018 by valuation correction method.And use charts to analyze the data over the years.(3)The process of value-added is the process of gradual improvement of power.This paper puts forward an evaluation idea of the allocated land based on use classification before the research area enters the market,which combines the benchmark land price and the price range of the expropriated area.Based on the competitive rent model and the urban rent compensation model,and according to the trend of the land price in the research area,the model is revised to obtain the urban land rent compensation correction model.According to the revised model,the value-added income distribution between the original land users and the country is determined.Based on the analytic hierarchy process(AHP)and the influencing factors and factors of illegal value-added distribution,the distribution coefficient of national income is determined.Finally,the research area is used to verify the authenticity and operability of the model.(4)Collect the existing national and local standards for paying the premium,and analyze various standards to find out their advantages and disadvantages.According to the deficiency of the research model and the existing calculation method of premium payment,a new method of premium payment is proposed.Mainly based on the latest benchmark land price as the standard,the benchmark land price coefficient correction method and different land types and levels to pay the premium.The supplementary payment ratio is mainly calculated based on the results of value-added distribution in the market,which will help Chengde City to have a suitable supplementary payment method for its own urban characteristics.
