Since the beginning of the new century,China has witnessed rapid economic development and continuous improvement of people’s living standards,but the inter-generational income mobility has shown an obvious downward trend.At the same time,there are also some social contradictions,among which the"Second Generation"phenomenon is widely concerned by the society.Social media,forum,articles,news reports and even legal cases are emerging in an endless stream,which has aroused the collective dissatisfaction of the public.On the one hand,the intergenerational transmission of poverty makes it difficult for the children to break away from the shackles and live in poverty again.Wealthy family background and social status,on the other hand,the joint effect of progeny competitive advantage,and hit the hard work of the enthusiasm of young people on their own,at the bottom of society makes people want to upward mobility face greater difficulties,intergenerational curing problem has become the prominent problems in the development process in China,attracting the attention of the whole society.In the current social environment,the parent of children caused by income gap between the opportunity inequality exists even is common,this inequality of opportunity and can lead to a further widening of income,so,in order to fundamentally solve the problem of income gap,from the source,the full understanding between parent and offspring of intergenerational income transfer mechanism,more conducive to the control direction of the implementation of the policy in our country;At the same time,by analyzing the intergenerational income mobility among groups,we can better understand the intergenerational transmission differences among different groups,so as to achieve better results and create a more fair and just competition environment.In this paper,with the survey of family income(CHIP)in 2002,2007 and 2013 data,using the method of intermediate variable,the concrete analysis of rural resident population,rural population flow of rural population and urban resident of intergenerational income mobility levels,trends and differences,including the following contents:First,to calculate different types of rural population the intergenerational income elasticity of each year.Second,the paper USES intermediate variables to decompose the inter-generational income elasticity,studies the explainable proportion of three kinds of intermediate variables,education,social status and family wealth,to the inter-generational income elasticity,and specifically analyzes the inter-generational income transmission mechanism.Thirdly,the paper analyzes the general trend of intergenerational income elasticity and transmission mechanism,and summarizes the intergenerational income changes of three different types of rural population.The main conclusions of this paper are as follows:First.In terms of the inter-generational income elasticity,the urban permanent rural population has the highest elasticity and continues to rise,from 0.332 in 2002 to 0.417 in 2013.The elasticity of the floating rural population continued to decrease,from 0.346 to 0.135 in 2013.Compared with the former two,the rural permanent residents are relatively stable,from 0.254 in 2002 to 0.177 in 2007,and then to 0.194 in 2013,basically showing a u-shaped change.Second,in terms of the inter-generation income transmission mechanism,the overall proportion of the three types of intermediate variables continues to decline,but it is still at a high level,and the interpretation proportion of the inter-generation income elasticity is still above 60%.Among them,family wealth accounts for a large proportion,but it is also in a state of continuous decline.Among the three groups,it dropped from about 60%to about 30%in 2013.The share of education and social status has been rising,from about 13 percent in 2002 to about 21 percent in 2013,while the social status of the same period has risen from about 9 percent to about 12 percent.It shows that education and social status play an increasingly important role in the process of income transmission between generations.According to the conclusions of this paper,the policies and Suggestions are as follows:first,improve public infrastructure,especially increase the investment of educational resources;Second,to create a more fair market competition environment;Third,accelerate the integration of urban and rural development. |
