Study On The "Huaxian Model" Of Precision Poverty Alleviation In Plain Agricultural Areas

Poverty has always been regarded as a major problem in the process of development.Addressing poverty is the primary goal of global governance.Since the1980 s,China has started to carry out poverty alleviation and development.After more than 30 years of unremitting efforts,China has made remarkable achievements in poverty alleviation.However,the situation of poverty alleviation in China is still very serious.How to further reduce poverty,sustain the battle of poverty alleviation,achieve the goal of poverty alleviation by 2020 and build a well-off society in an all-round way deserves our attention and consideration.Based on the theory of precise poverty alleviation and the theory of fine governance,this paper elaborates the poverty situation in the plain agricultural areas and the problems existing in the poverty alleviation in Huaxian,which leads to the problem of this study.By selecting the representative case of Huaxian to carry out poverty alleviation model research,and analyze the specific practices of Huaxian in poverty alleviation practice? And what is the poverty alleviation performance of Huaxian after lifting off poverty and caps? What are the typical experiences? With these problems,multi-channel collection and collation of information,combined with relevant literature analysis,focusing on the successful poverty alleviation practice model of Huaxian and the promotion and reference significance of the entire plain agricultural area.Finally,it rises to the theoretical level and draws policy recommendations.This paper is divided into five parts: The first part mainly includes the research background and significance,literature review,research tools,research ideas,innovation and shortcomings.The second part is to analyze the poverty situation of plain agricultural areas and the poverty alleviation predicament of Huaxian.The third part focuses on the specific exploration and analysis of the practice of poverty alleviation through industry,guaranteed and education in Huaxian.The fourth part is to analyze the practical effect of precise poverty alleviation in Huaxian.Based on the analysis and observation of the practice of precise poverty alleviation in Huaxian,theachievements of poverty alleviation in Huaxian are further summarized.The fifth part is the conclusion and policy enlightenment.This paper attempts to make innovations in the following areas: based on the poverty situation of the whole plain agricultural area and the problems existing in poverty alleviation in slide county,thus leading to the main problem of this paper: the slide county model of precise poverty alleviation in the Plain Agricultural area.Based on the theory of precise poverty alleviation and the theory of fine governance,this paper analyses the poverty alleviation model of Huaxian,and through the practice of developing production,social security and educational empowerment,and combining with the actual effect of early poverty alleviation and capping in Huaxian,summarizes the basic experience of the model of Huaxian,which mainly includes the precision of four poverty alleviation links and the allocation of poverty alleviation resources.The refinement of location and the refinement of social support based on multiple participation in poverty alleviation.From a small point of view,this paper puts forward policy recommendations that are generally applicable to poverty alleviation in the whole plain rural areas.It is believed that in order to achieve poverty alleviation in the whole plain rural areas,we should adhere to the "four precise" poverty alleviation mechanism,optimize the allocation mechanism of poverty alleviation resources,and establish a mechanism of poverty alleviation and coordinated governance.
